- Limited Source Justification NOTICE OF INTENT TO AWARD SOLE SOURCE The 502d Contracting Squadron has a requirement for Q-Flow System-Patient Queuing System with Certificate of Networthiness (CoN) and Authority to operate (ATO)/Authority to Connect (ATC) on the Air Force secure network for the Q-Flow platform in support of the Wilford Hall Military Medical Center, JBSA - Lackland, TX. Conducted market research identifies that this requirement can only be met by ACF Technologies, Inc., the sole source provider to Government Agencies of Q-Flow System-Patient Queuing System. All interested sources who can refute these findings with clear and convincing evidence to support their ability to provide the Q-Flow System-Patient Queuing System with Certificate of Networthiness (CoN) and Authority to operate (ATO)/Authority to Connect (ATC) on the Air Force secure network for the Q-Flow platform should respond via e-mail to the 502d Contracting Office, NLT 3PM CDT, 04 Jan 2018. The statutory authority permitting other than full and open competition is 10 U.S. C. Section 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and (FAR) 8.405-6, Limited Sources. This is NOT a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
