Description
1. SUBJECT: The United States Army Medical Acquisition Activity (USAMRAA) is conducting market research on Transport Telemedicine System (TTS) Support Services. This market research may also assist with the further development or refinement of U.S. Army and Department of Defense (DoD) requirements. 2. DISCLAIMER: This sources sought notice is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this sources sought notice. Responses to this sources sought notice are not offers and will not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this sources sought notice. All information received in response to this sources sought notice that is marked Proprietary will be handled accordingly. Information received in response to this notice will not be returned. At this time, the Government will not entertain any questions concerning the composition, requirements, or the nature of services to be performed under any future requirements. 3. BACKGROUND: The U.S. Army Medical Materiel Agency (USAMMA) has identified a need for Transport Telemedicine System (TTS) Support Services to support an integrated technical acquisition advisory program to provide guidance to the U.S. Army Medical Materiel Agency (USAMMA) team for the development and fielding of transport telemedicine systems capabilities and other related medical technologies from the Research and Development base to production and deployment in accordance with (IAW) Department of Defense Directive (DoDD) 5000.1, The Defense Acquisition System, Department of Defense Instructions (DoDI) 5000.02, Operation of the Defense Acquisition System, other Department of Army (DA), and Department of Defense (DoD) regulations. 4. REQUIREMENTS: The Government is seeking Transport Telemedicine System (TTS) Support Services. Responses shall address the following requirements identified below. 4.1. Provide support for the transition of advanced Telemedicine technologies, and other related technologies into an integrated technical acquisition program. Conduct technical, program, and acquisition management to plan, assist with the organization, direction, and control of the Information Technology (IT) lifecycle management of the Telemedicine and other related technologies. Assess the technical maturity of all identified health information systems, medical acquisition devices, and all required subsystems and designing a systems integration plan that successfully addresses transport communication, data standardization/translation, information assurance, systems security and patient privacy requirements. Ensure the acquisition lifecycle incorporates the necessary technical specifications to support the anticipated technologies and the information that will be communicated between systems. 4.2. Coordinate meetings, schedules, documentation and liaison with external customers in the execution of requirements for reaching major acquisition decisions on implementation, integration, and execution of Telemedicine technology fielding. Interface with USAMMA's internal and external partners, to include product vendors, congressional liaisons and other services in the coordination of requirements, specifications, and product development. Demonstrate familiarity with Army and DoD medical force structure; Army and DoD IT environment; DoD requirements determination; program planning, budgeting and execution processes; centralized acquisition strategies; integrated logistics support principles, and system engineering principles. 4.3. Participate in flight testing, training exercises, and support services. This includes flight test and training support activities. This may require similar academic training services using advanced classroom technologies or new and emerging academic technology in other flight test and training support including present, new, and emerging aircraft or other simulator systems. 4.4. Possess knowledge, skills, and experience with the DoD Acquisition System, Medical Information Management/Information Technology (IM/IT) systems, health information systems (tactical and sustainment base), medical acquisition devices (imaging and biometrics), Blue Force Tracker, and the tactical communication systems architecture to include all major subcomponents. Possess experience with Medical Combat Casualty Care (MC4) Systems/Subsystems, Telemedicine Advanced Tele-radiology Command (TATRC), and AHLTA-T, and MHS GENESIS is preferred. Defense or civilian equivalent certifications in Project Management or Systems Engineering (PMP and/or DAWIA) are preferred. Possess a thorough understanding of medical IT systems and devices as well as knowledge of the environment and associated requirements (information assurance, systems security, etc) required for integration and secure operation. 5.
