Description
THIS IS FOR MARKET RESEARCH PURPOSES ONLY!!!! NO SOLICITATION DOCUMENT EXISTS Description: The Marine Corps Systems Command (MCSC), Quantico, Virginia seeks information and sources capable to perform equipment improvements to the existing 5-Ton 60,000 BTU/hr Environmental Control Units (ECU), NSN 4130-01-526-1060, R-22 Model, which are manufactured by Hunter Defense Technologies (HDT). This ECU has been fielded to Marine Corps units throughout the globe to support command and control systems and medical applications. It is a packaged system designed to provide conditioned air to a shelter or van. The 5-Ton ECU, with a built-in control box or remote controller, operates using 208 VAC, 3-phase, 50/60 Hz power supplied by a generator or shore power. Cooling capacity is not less than 60,000 BTU/hr at 95º F or 54,200 BTU/hr at 125º F ambient outside temperature. The heating system is furnished with a 37,000 BTU/hr resistive type heater in addition to fan heat. MCSC is researching the possibility of making improvements to the 5-Ton 60,000 BTU/hr Environmental Control Units (ECU), NSN 4130-01-526-1060, R-22 Model which are already in use in the Marine Corps Operating Forces. This RFI is to gather available industry information on potential solutions that will provide the Government with the key enhancements below: 1. Retrofit existing units from R-22 refrigerant to R-407C, while maintaining physical resemblance, as well as operation and parts interoperability to the 5-Ton 60,000 BTU/hr Environmental Control Units (ECU), NSN 4130-01-581-2260, R-407C Model. Retrofitted units must perform at the same capacity specified above or better. 2. Incorporate capabilities to control compressor inrush amperage and to provide short cycle protection and lock otor protection. 3. Upgrade the existing remote thermostat with a digital version containing, at a minimum, the features below: a. Programmable temperature control schedule for heat, vent, cool, and auto mode adjustable only by authorized personnel with a temporary hold or override ability. b. Meet Mil-STD 810 environmental ruggedness. 4. Retrofitted/upgraded equipment must be able to fully operate in -25ºF to 125ºF environment. 5. Operation and maintenance information of the above upgrades will need to be provided to the government for incorporation to TM 11084A/11084B-OI. The Government seeks to understand the extent to which potential offerors possess the capability to deliver the requirements stated above. Comments on the applicability of the above listed efforts to this type of project are also sought. Any other value added corporate information that would be pertinent is also desired. As part of the market research being conducted the following information is requested: 1. The target is to initially retrofit/upgrade approximately 300 units. Provide cost information to include cost of test articles, production articles, and shipping. 2. Provide an estimated production rate. 3. Will the service provider be capable of retrofitting/upgrading a limited number of systems at Marine Corps facilities located in California, North Carolina, and Okinawa, Japan? If so, provide estimated total cost to include cost of personnel travel and price of units that will be retrofitted/upgraded at these locations. 4. Will a warranty on parts and labor be issued? If so, for how long? 5. Will the service provider be able to resolve any proprietary issues with the manufacturer of the 5-Ton 60,000 BTU/hr Environmental Control Units (ECU), NSN 4130-01-526-1060, R-22 Model, if applicable? 6. Will the service provider be able to assess the condition and fully repair ECUs along with the retrofit/upgrades specified above? REQUEST FOR WRITTEN RESPONSES: No industry day is planned.
