Description
SINGLE SOURCE ANNOUNCEMENT 1.Introduction/Statement of Intent The FAA provides notice of intent to procure WAAS Signal-in-Space Signal Generator (SIGGEN) in a single source acquisition. 2.Description of Supplies/Services This acquisition is for a technical refresh of the existing signal generator (SIGGEN) for use in the Wide Area Augmentation System (WAAS). The primary function of the SIGGEN is to generate L1 and L5 signals for transmission from a Geosynchronous Uplink Subsystem (GUS) site to a WAAS GEO satellite. The SIGGEN takes a stream of WAAS broadcast messages containing navigation data (in accordance with RTCA/DO-229), encodes and CDMA modulates the data and transmits it on a 70 MHz IF PSK modulated carrier for subsequent uplink to the WAAS GEO. In addition to the fundamental encoding and modulation functions, the SIGGEN also makes precision adjustments to the code rate and the carrier frequency in response to real-time commands received from an external interface. These code rate and carrier frequency adjustments are made in order to compensate for satellite motion (Doppler), ionospheric distortion, satellite frequency translation errors, and other impairments. This is done so that the resulting downlink L1 and L5 carriers are coherent (code-carrier; carrier-carrier) and can be used as a ranging source as well as a data link source of navigation messages. The candidate SIGGEN is desired to be a functional replacement for the existing product and therefore must satisfy significant compatibility requirements such that integration efforts are minimized and L1/L5 signal generation performance is maintained based upon the functional requirements described in Attachment (a). The envisioned end state for this effort would be production of approximately 40 SIGGENs and life cycle support for a minimum of ten years after first production unit delivery. Life cycle support for the SIGGEN includes but is not limited to repair of failed units, firmware upgrades, and monitoring of subsystem obsolescence. 3.Total Estimated Value and Period of Performance The total estimated contract value will be $3,000,000 with a two-year period of performance after award. 4.Authority Authority for single source procurement is provided by AMS policy section 3.2.2.4. 5.Reasons for Single Source The FAA requires new SIGGENs by 2019 to support the development of GEO 7. Given the uncertainties with an entirely new development, the approach would result in a high risk that FAA would not be able to meet significant government furnished equipment requirements that will be in the Future GEO 7 contract. 6.Questions A competitive solicitation is not available in lieu of the sole source intended contract.
