This notice is not to be interpreted as a request for proposals in anticipation of a future contract award. This is a DRAFT of a request for proposals (RFP). The intent of this PRE-solicitation notice is to invite industry feedback or questions for services in support of the North Central offices of the Joint Personal Property Shipping Office in Colorado Springs, Colorado. No proposals will be accepted at this time. Questions should be addressed in writing via e-mail to diana.cramer.1@us.af.mil and courtesy copy christian.freire@us.af.mil to ensure a timely receipt. Questions will be accepted until 10:00 AM on 4 January 2018 (MT). The Government may consider the Contractor's questions/feedback in the development and issue of the final solicitation. The final solicitation is expected to be released around the last week in January; however, it is the responsibility of the interested contractor to actively monitor FBO for any update and released information. The 21st Contracting Squadron at Peterson AFB is preparing to fulfill a requirement for the North Central Joint Personal Property Shipments Office (JPPSO), Colorado Springs, Colorado, for preparation of personal property of Department of Defense personnel for shipment, and/or storage, and related services throughout the state of Colorado in accordance with the Direct Procurement Method as described in Chapter 404 of the Defense Transportation Regulation (DTR), Part IV (Personal Property). A firm fixed-price requirements contract with a 5-year ordering period is anticipated to be awarded. A synopsis of this requirement was previously posted on FBO under FA251717R6001 (JPPSO). The North American Industry Classification System (NAICS) code applicable for this acquisition is 488991 with a size standard of $27.5M. This acquisition will be a 100% Small Business set-aside. The proposed contract will be a single award contract to perform non-personal services consisting of handling of personal property and household goods (HHG) of Department of Defense (DoD) personnel, including preparation for shipment and/or storage, transport of such items, and related services through the Direct Procurement Method (DPM). These services will be provided for the following counties in Colorado (CO): Zone 1: Area 1: El Paso. Zone 2: Area 2: Alamosa, Chaffee, Clear Creek, Conejos, Costilla, Custer, Eagle, Fremont, Garfield, Gilpin, Grand, Jackson, Lake, Mesa, Moffat, Park, Pitkin, Pueblo, Rio Blanco, Rio Grande, Routt, Saguache, Summit, Teller. Zone 3: Area 3: Baca, Bent, Cheyenne, Crowley, Elbert, Huerfano, Kiowa, Kit Carson, Las Animas, Lincoln, Otero, Prowers. Zone 4: Area 4: Archuletta, Delta, Dolores, Gunnison, Hinsdale, La Plata, Mineral, Montezuma, Montrose, Ouray, San Juan, San Miguel. The estimated quantity of moving services that will be needed under this requirement is 23,448 Net Hundred Weight per year (see attached draft itemized schedule for anticipated service requirement details).
