- Combined Synopsis Solicitation for Sierra Army Depot This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation SPE604-18-R-0402 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96, effective November 6, 2017. Refer to the attachment, "SPE604-18-R-0402 Combined Synopsis Solicitation." This solicitation is unrestricted. The associated NAICS Code is 211130 and the small business size standard is 1250 Employees. Solicitation SPE604-18-R-0402 is issued as a request for proposal (RFP). The Government is using commercial procedures (FAR Part 12) in combination with Best Value Lowest Price Technically Acceptable Procedures (FAR Part 15). All responsible sources are encouraged to submit a responsive and complete proposal. The item to be acquired is Direct Supply Pipeline Quality Natural Gas, firm or firm equivalent deliveries with supply management to CLIN 0001 Sierra Army Depot in California for an estimated quantity of 207,665 Dekatherms (Dths). The period of delivery is from March 1, 2018 through September 30, 2020. FOB: Burnertip. Proposals are due NLT 5:30 PM EST on Saturday, January 20, 2018. A SF1449 is not included because this is a combined synopsis solicitation.
