Description
GSA MULTIPLE AWARD SCHEDULE (MAS) SOLICITATION. The Greater Southwest Acquisition Center, Fort Worth, Texas, is issuing a refreshed solicitation effective December 21, 2017 electronically. IMPORTANT: CURRENT SCHEDULE 066 CONTRACTORS DO NOT NEED TO RESPOND TO THIS ANNOUNCEMENT. The General Services Administration (GSA) Federal Acquisition Service (FAS) is implementing the Formatted Product Tool (FPT) on Schedule 66. Effective with Refresh 20, participation is mandatory. Thousands of suppliers offer millions of items through the MAS program. These items have part numbers, descriptions, and price points that are then made available to the customer on GSA Advantage! However, decades of growth in the MAS Program and dramatic increases in the number and variety of items available through MAS is driving changes to how these items are represented and priced. The FPT tool will provide Schedule contractors with valuable information in terms of where their products are positioned in the marketplace, and it will also provide contracting officers data intelligence to use in their price evaluations and negotiations. The Formatted Products Tool is a process within the eOffer/eMod application that will capture the pricing data elements and catalog data elements as part of the offer or modification process, and upon award of the offer/modification, submit the data directly to GSA Advantage. Some of the benefits contractors will see include one-time submission of data and the elimination of the SIP process. FPT is not a separate application - it is a systems upgrade that will be activated within the existing eOffer and eMod platforms for certain Schedules. FPT is a pivotal enhancement for the MAS supplier base removing the cumbersome and redundant SIP and CORS processes, and through an automatic upload of products and prices, improves speed to market on GSA Advantage! so items are seen immediately and can be purchased by our federal customers. Federal customers will have a more seamless shopping experience and be able to easily compare items on GSA Advantage! using standard part numbers, as well as have increased insights into products and their pricing, and better data quality. Please utilize the FPT (Formatted Pricing Tool) interactive tool in eOffer to assist you in understanding this process and its new requirements: https://eoffer.gsa.gov/AMSupport/index.html#article_article_page/additions-009 The Schedule 66 document titled Critical Information Specific to Schedule 66 includes a summary of clause changes occurring with this refresh starting on page 39 through 41. PLEASE NOTE - FPT is mandatory with all new offer submissions under Refresh 20. If offering only products, you will not need to complete the Price Proposal Spreadsheet. If you are offering services then you will need to complete both the Price Proposal Spreadsheet and also the Services Text File. NOTICE: The GSA Multiple Award Schedule (MAS) program has recently experienced a tremendous increase in new offers. Due to the large number of new offers currently in process, it could take up to 12 months before your offer is evaluated. GSA's practice is to evaluate offers in the order in which they are received. However, GSA may give priority to processing certain offers when circumstances dictate, such as when a federal agency Contracting Officer specifically requests an expedited offer review in order to meet a pending requirement that will be procured under the MAS program, or when there is a need for GSA to bring strategically critical new products or services to market in order to meet federal customer needs. SIGNIFICANT CHANGES: Please review the solicitation document for clause changes. Please note that all vendors submitting an offer under this Solicitation must be registered in the System For Award Management (SAM) website. The SAM website can be accessed https://www.sam.gov. Interested parties may access the solicitation at: http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation files. Search using Solicitation Number 7FCB-C4-07-0066-B (include the dashes). The solicitation is entitled Schedule 066: Scientific Equipment and Services. The products or groups addressed in this solicitation are as follows: FSC Class 5985 Antennas, Waveguides, and Related Equipment; 6625 Electrical and Electronic Properties Measuring and Testing Equipment; 6635 Physical Properties Testing Equipment Materials and Machine Testing and Analyzing Instruments; 6685 Pressure, Temperature and Humidity Measuring and Controlling Instruments; and, 6695 Combination and Miscellaneous Instruments. FSC Class 3770, Animal Caging, Accessories and Options; 4110 Laboratory and Refrigeration Equipment, Accessories and Options; 6630, Chemical Analysis Instruments; 6635, Physical Properties Testing and Equipment; 6636, Environmental Chambers; 6640, Dilutors, Pipettors and Pipetting Systems, and Laboratory Equipment and Supplies; 6650, Optical Instruments; and, 6670, Scales, Balances, Options and Accessories. FSC Class 6625, Noise Measuring Instruments; 6630 and 6640 Liquid and Gas Analysis Equipment; 6655, Geophysical Instruments; 6655 and 6660, Geophysical and Meteorological Instruments and Data Collection; 6665, Hazard Detection Equipment; and 6675, Surveying Equipment. Special Item Numbers (SIN) 873-1 Mechanical Testing and Analysis Services, SIN 873-2 Chemical Testing and Analysis Services, 873-3 Electrical Testing and Analysis Services, and, 873-4 Geotechnical and Thermal/Fire Testing and Analysis Services. The basic solicitation includes clauses, which are applicable to the solicitation/resultant contract. The basic solicitation has multiple attachments pertaining to various aspects of the solicitation. Offerors must complete and return all exhibits or attachments applicable to the product/services, which they intend to offer. Please read the attachment entitled, Information and Instructions to Offerors, for information and instructions in completing the solicitation and attachments. This is a standing solicitation with no closing date for receipt of offers. This solicitation will remain in effect until it is replaced by another refreshed solicitation. The Federal Supply Schedule period is continuous and will contain contracts with periods that commence on the date of award (DOA) and expire five years (exclusive of any options) from the DOA unless further extended pursuant to any option to extend the term of the contract, or cancelled sooner. This solicitation contains an option clause, Option to Extend the Term of the Contract (Evergreen), which allows the Government to extend the contract three additional five-year periods, not to exceed a total of twenty years. All contracts will be indefinite delivery indefinite quantity contracts with a $2,500 guaranteed minimum for the contract period. All contracts to be awarded include Industrial Funding Fee provisions. The Trade Agreements clause applies to this solicitation.
