Description
DHA Industry Partnership Network (IPN) Special Notice TITLE: Web based matching software for redistribution of excess medical pharmaceuticals. INTRODUCTION: It is estimated that annually the DoD Military Treatment Facilities (MTF) spend 2 billion dollars on pharmaceuticals (which includes vaccines). In 2016, over 150 million dollars' worth of expired pharmaceuticals were turned into the DoD Pharmaceutical Reverse Distributor Program. In an examination of MHS losses of pharmaceutical product due to expiration, 30 million dollars of unused vaccines were disposed of by DoD over a 40 month period. The DHA Immunization Healthcare Branch (IHB) conducted a proof of concept for the matching system utilizing our seventeen regional representatives that were located throughout the DoD's facilities to help identify locations with excess or short dated vaccines and locations who could use the available product. The project, which began in FY16, resulted in over $600,000 in cost avoidance by simply redistributing the vaccines within the Military Healthcare System (MHS). At the close of the second quarter of Fiscal Year (FY) 17, over $600,000 in cost avoidance has been achieved and by the end of the fiscal year it is projected to exceed FY16 totals by thirty percent. AUTHORITY: The DHA Component Acquisition Executive J-4 Contracting Office-Medical Q Services (CO-MQS) is issuing this notice for the purpose of Market Research as required by the Federal Acquisition Regulation (FAR) 15.201 and FAR 10.002. PURPOSE: The DHA IPN Program, within the Component Acquisition Executive (CAE) (J-4) Directorate at the DHA intends to use industry responses/communications from this notice as market research for subsequent acquisition strategies. DHA seeks information on availabilities, capabilities, and other pertinent marketplace data to strengthen the DHA's understanding of the current and future marketplace to enhance its ability to obtain quality services economically and to efficiently and lawfully establish potential vendor source files, listings and requirements. The DHA will not award any contracts under this notice. DESCRIPTION AND OBJECTIVES: The Military Health System desires a solution to maximize the availability and usability of pharmaceuticals that are already in the DoD inventory in order to: • Achieve cost savings through reductions in expiring pharmaceuticals. • Maximize the use and availability of on-hand pharmaceuticals. • Move pharmaceuticals and other supplies to points of consumption. • Maintain real time inventory. Important considerations for the solution set: • Streamlined reporting/input requirements from operational centers. • Products searchable by Trade Name, generic name, CVX Code, National Drug Code, and allow for wildcard character searches. • Ability to place requests for excess pharmaceuticals and vaccines and notify the requestor when a match occurs with a location with the requested pharmaceuticals or vaccines in excess, and notify key stakeholders such as the operations center. • Log transactions with details on shipping locations, product information, value of product with pricing and shipping method/costs/requirements. • Generate shipping labels from a shipping provider. • Utilization dashboard and real time reporting with logistical tracking features. • Reports to measure operational use and/or savings. OTHER IMPORTANT CONSIDERATIONS: Ability to scale CAPABILITY STATEMENT/INFORMATION SOUGHT: Interested vendors should provide a submittal no longer than 3-pages that addresses a solution to DoD's issues explained in this notice as well as the items listed below. • Practices by other health systems and national chain pharmacies to reduce waste due to expiration and targets for losses from expiration. • Potential net savings for the MHS including costs for shipping and a sensitivity analysis for losses of temperature for sensitive medical products. • Reference to applicable state and federal laws. • Ballpark costs for similar products and maintenance plan. Note: Vendor's submission may include general company information. Vendor should submit at least a point of contract name, phone number, and email address. General company information will be no longer than one page and the total submission in response to this notice will not be longer than three pages. The Government may not read the submittal beyond page three. DISCLAIMER AND IMPORTANT NOTES: THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice constitutes solely a market research effort as described under FAR 10.002. This notice does not obligate the Government to award a potential contract or otherwise pay for the information provided in response. The Government reserves the right to use results of the communications with industry for any purpose consistent with, and not otherwise prohibited by FAR Part 10. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, in no case shall responses to this notice be considered either a response to a solicitation or a submission of an unsolicited proposal, as defined by FAR 2.101. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. Industry responses will be shared with DHA staff for the purpose of market research. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). NEXT STEPS: Submittals should be emailed to the Government on/before January 16, 2018. DHA staff will review all submittals. Companies may be invited to a meeting with DHA staff to present additional details about their web mapping capabilities.
