Description
SOW This acquisition will be processed under FAR Part 12 - Acquisitions for Commercial Items and will be made pursuant to the authority of FAR 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a Notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OD3-NOI4814313 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source contract will be awarded to Leica Microsystems Inc. The anticipated award date is January 8, 2018. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 811219, which has a size dollar standard of $20.50. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Institutes of Deafness and Other Communication Disorders, intends to procure on a sole source basis from Leica Microsystems Inc., a One Year Service Contract w/Four Option Years, FAR Clause 52.217-8, Option to Extend Services on a Leica EM AFS2 Freeze Substitution Cyro-workstation; Equipment #12085393; Serial #604962. The National Institute of Deafness and other Communication Disorders, Laboratory of Molecular Genetics (LMG), Section of Human Genetics (SHG). This instrument is unique from similar systems by other manufacturers in the fact that it can deep freeze the sample below -140C to prevent ice crystal formation. The purpose of this acquisition is to provide a yearly maintenance contract to keep the EM AFS2 Freeze Substitution Cryo-workstation units in the laboratory operating within the GLP standards, to prevent problems downtime, and to quickly repair the instrument should the need arise, minimizing the impact of broken instruments on the researchers who rely on them. Leica, the manufacturer of EM AFS2 Freeze Substitution Cryo-workstation has patented technology (US7287388B2) for its cryostat. No other vendors offer instruments with the same features and engineering as the instrument's manufacturer, Leica Microsystems is the only company with the specialized knowledge, experience, and supplies necessary to properly perform the maintenance. The contractor shall provide the following coverage: 1)Unlimited service visits by Leica-Microsystems trained and qualified field service engineer; 2)Unlimited Replacement service parts, components, or modules necessary for repairs; 3)One annual on-site Planned Maintenance visit; 4)Unlimited access to expert Applications and Technology Support Center (M-F 8AM-5PM); and 5)Software Updates. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 5:00PM Eastern Standard Time (EST), December 28, 2017 to Ms. Shirlene Smith via email (ssmith@od.nih.gov) submission only. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may express interest and provide a capability statement no later than December 28, 2017, 5:00PM.
