- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Aeronautical & General Instruments LTD for a five (5) year Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for the procurement of components, material, and parts of the Minimum Operating Strip Lighting System (MOSLS) equipment including Minimum Operating Strip Lighting System Kit (MOSKIT), Supplementary Airfield Lighting Kit (SALKIT), Cable Kit (CABKIT) and Quadcon ISO (International Standardization Organization) container, accessories and technical data to support the Expeditionary Airfield (EAF) program. This IDIQ will be awarded on a sole source basis to Aeronautical & General Instruments LTD. The Government intends to negotiate the above IDIQ under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. Aeronautical & General Instruments LTD is the Original Manufacturer of the MOSLS therefore; they are the only company that possesses the detailed technical data necessary to fulfill this requirement. The Government does not own the technical data package required to compete this action through full and open competition. This is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
