- Statement of Work 410th Contracting Support Brigade - Regional Contracting Office Miami in support of Special Operations Command South (SOCSOUTH) LENEL Electronic Security System Services & Maintenance Sources Sought Notice This is a Sources Sought (SS) request for information to be used for market research and for industry insight/capability purposes, only. The Government is conducting market research to assist in determining the appropriate acquisition strategy and to fine tune a developing requirement in support of Special Operations Command South (SOCSOUTH). The Government is seeking responses from industry capable of performing the required services. THIS IS NOT A REQUEST FOR PROPOSAL. Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract. Please note; however, responses to this announcement may be used for evaluation in determining the best candidates with regard to their capabilities and ability to meet SOCSOUTH's needs. Respondents shall refer to the attached Statement of Work (SOW) and information below for a full description of and concept of the anticipated requirement. This documentation, including attachments, has been posted for reference in DRAFT format and is subject to change prior to the release of a solicitation. I. The 410th Contract Support Brigade (CSB) - Regional Contracting Office (RCO) Miami and SOCSOUTH have a requirement in support of SOCSOUTH's mission to procure a firm-fixed price contract action consisting of services and maintenance for the J2 Directorate of SOCSOUTH. The Government is seeking information from interested industry related contractors that can meet the requirements set forth herein. The RCO-Miami contracting office is working diligently to gain insight and market research in hopes of developing an acquisition strategy and planning process required for DoD Army Acquisitions which will be in the best interest of both the Government and Industry for a competitive acquisition. Input from industry is instrumental in gaining perspective on what capabilities are inherent within an industry and also critical in developing an acquisition strategy associated with this requirement. Please note the attached SOW is in DRAFT form and may change should a requirement be developed and solicited to industry. Only the final request for proposal and associated documents including finalized SOW's should be used as official guides for proposal submission. II. This sources sought notice is issued solely for informational, market research, and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential respondent's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information or costs incurred by a contractor that chooses to participate in this SS notice. Respondents are solely responsible for all expenses associated with responding to this sources sought notice or any subsequent notices relating to this requirement. Interested vendors responding to this sources sought notice shall provide capability information for this requirement in its entirety. Respondents will not be notified of any results derived from a review of the information provided; however information gathered may be utilized for technical and strategic acquisition purposes. This sources sought notice is requested of companies currently involved in the market place where these services and/or products are commercially available and in production. III. Basic Scope of this Requirement: Scope: Contractor shall provide non-personal services and maintenance on SOCSOUTH's LENEL Electronic Security System (ESS) in accordance with the SOW. The proposed contract is anticipated to start no later than 21 March 2018 for a twelve (12) month base period, plus four (4) twelve (12) month option periods. IV. Interested parties are requested to respond to this sources sought notice with a capability statement which, at a minimum, shall include the following information and follow the parameters below: a. Company Name, mailing address, and valid e-mail and phone number of a designated company point of contact on a cover sheet. b. Submit electronically in an unprotected version of a Microsoft application of the interested contractor's choice. c. Company profile: to include office location(s), DUNS number/CAGE Code, and a statement regarding current small business status to include small business type(s)/certification(s) such as: SDB, 8a, HubZone, SDVOB, etc. d. Limited to 10 pages, Time New Roman, Size 12 Font, Single Spaced e. Capability Statement shall be comprised of the following: 1. Brief Company Overview and background 2. Provide detailed information, data, pictures, and other written evidence illustrating the offerors understanding of the requirement/concept along with their associated technical capability in meeting the specified requirements in the PWS. 3. Prior/current relevant corporate experience (private and/or government) performing similar services in relation to the concept above. NOTE: At a minimum, the experience submittal should describe the following: the dollar value and complexity of the service performed, indicate the capacity the firm acted (as the prime or subcontractor), list a customer Point of Contact with valid phone number/email address, and provide description of the experience and how the referenced experience relates to the services/concept above. 4. State the lead time (days) necessary for your firm to begin full performance after award. 5. Quality Control Measures that shall be implemented as a means to maintain and manage quality of employee performance. 6. Overall Management Approach with regard to retention and communication between Contracting Officer, end users, and employees. V. Submit via e-mail only to Neal J. RCO Miami has not made a commitment to procure any of the services discussed, and release of this Sources Sought notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
