Description
Contracting Office Address Department of the Air Force, Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC)/EBDK, 314 W. Choctawhatchee Ave., Building 40, Eglin AFB, FL 32542. Description Notice of Contract Action (NOCA) - The Direct Attack Division (AFLCMC/EBD) intends to award a contract to Kaman Precision Products Inc (KPPI) at 6655 E Colonial Drive, Orlando, FL 32807-5200 for the production of the Joint Programmable Fuze (JPF) FMU-152A/B Systems (which includes the FZU-63 bomb initiator, power cable and closure ring); necessary spares and trainers; and associated technical support. The contract is anticipated to be awarded in 2 nd Quarter of FY2019 with FMS base (Lot 15) with deliveries in FY2020 and a pre-priced FMS option (Lot 16) awarded in FY2020 with deliveries in FY2021. Further, the contract will also contain pre-priced options for USAF purchase through lots 15 or 16. Current Lot quantities under consideration are a minimum 10,000 units with a maximum of 40,000 units. The effort will be awarded on a sole source basis to KPPI under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(B) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. KPPI is the only firm capable of providing the supplies and services for this effort without the U.S. Air Force or our FMS partners experiencing substantial duplication of costs that could not be expected to be recovered through competition and unacceptable days in fulfilling its requirements. The small business size standard associated with NAICS 332993 (Ammunition, except Small Arms, manufacturing) is 1500 employees. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This NOCA neither constitutes a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the Government to any specific acquisition approach. This NOCA is for information and planning purposes only and is not to be construed as a commitment to a contract by the Government. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting point of contact identified above.
