Description
This is a Request for Information (RFI) only. Do not submit a proposal or quote. After reviewing the information below, vendors are invited to provide responses to the request below. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. The purpose of this RFI is to identify potential ideas that can help U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center (SEC) reduce commercial off-the shelf (COTS) license costs across weapon systems which are currently being sustained by SEC. The use of COTS in Army software systems has steadily grown in the last decade and will continue to grow. Subsequently, software license costs have grown proportionally. At the same time sustainment budgets continue to decrease. In order to maintain the Army's legal obligations, all ‘right-to-use' and ‘maintenance' licenses for commercial off-the-shelf (COTS) software products must be paid first before any other sustainment costs can be funded. As these COTS license costs continue to increase, the financial obligation becomes a greater burden on the Army's software sustainment budget. The SEC is seeking industry's ideas, recommendations, and initiatives to reduce COTS license costs across its portfolio. ** All information should be provided via electronic mail to Peter Bartley, Lead Software License Acquisition Team, peter.h.bartley.civ@mail.mil, no later than close of business, 31 January 2018. Responses should be no more than 10 pages, and should be submitted electronically as one complete document.**
