- Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 410th Contracting Support Brigade, Soto Cano regional office, Soto Cano AB, Comayagua, Honduras, Central America. We intent to procure Sole Source to Forum Communications International the following: Provide and install a Secondary Crash Network Alert III Emergency Conference Equipment System on Soto Cano Air Base, validate the system performance after installation, and provide operator and administrator training.
