Description
1.0Introduction The Naval Air Systems Command (NAVAIR), Program Executive Office (PEO) Assault (A), V-22 Joint Program Office (PMA-275) is seeking sources to perform Non-Recurring Engineering (NRE) for CMV-22 changes to the MV-22 Trainer baseline, training device end item production, integration of CMV-22B unique capabilities, testing, spares procurement, and training of instructor and commercially contracted maintenance personnel for a suite of maintenance and aircrew training devices required to provide new accession and operational proficiency/mission rehearsal training capabilities for the new Navy CMV-22 variant of the V-22 Osprey aircraft. 2.0Disclaimer THIS ANNOUNCEMENT CONSTITUTES A SOURCES SOUGHT NOTICE. THIS SOURCES SOUGHT IS ISSUED AS MARKET RESEARCH SOLELY FOR INFORMATION AND PLANNING PURPOSES “ IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. THIS SOURCES SOUGHT DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. THESE REQUIREMENTS ARE SUBJECT TO CHANGE AND THE INFORMATION PROVIDED BELOW IS FOR INFORMATIONAL PURPOSES ONLY. THE FINAL REQUIREMENT WILL BE DEFINED UNDER A FORMAL RFP. FURTHER, THE NAVY IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. RESPONDENTS ARE ADVISED THAT THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SOURCES SOUGHT NOTICE. ALL COSTS ASSOCIATED WITH RESPONDING TO THIS SOURCES SOUGHT WILL BE SOLELY AT THE EXPENSE OF THE INTERESTED PARTY. NOT RESPONDING TO THIS SOURCES SOUGHT DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE FEDERAL BUSINESS OPPORTUNITIES (FBO) WEBSITE. IT IS THE RESPONSIBILITY OF THE POTENTIAL OFFERORS TO MONITOR THIS WEBSITE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. 3.0Background In February 2015, the Navy issued an Acquisition Decision Memorandum which identified and supported procurement of a long-range Navy version of the V-22 tilt-rotor as the Airborne Resupply/Logistics for Seabasing (AR/LSB) Carrier On-board Delivery solution to replace the Navy ™s C-2A aircraft. The CMV-22B acquisition approach is based on utilization of a mature platform in the MV-22B Block C aircraft and integration of Navy-specific subsystems/ requirements including additional fuel capacity for extended range, high frequency radio, and a cabin intercom system into an existing air vehicle. The CMV-22B requires no new technology development. As such, the V-22 Program is fulfilling the AR/LSB requirement with an Engineering Change Proposal (ECP) modification to the existing MV-22 aircraft. The ECP will add extended range capability with aft/forward sponson and wing tanks, a public address system, fuel jettison capability, cargo bay and loading ramp lighting, and Beyond Line of Sight (BLOS) communications with a High Frequency (HF) radio (leveraging an on-going BLOS effort for the CV-22 variant). The NRE for the CMV-22B aircraft ECP is currently on contract with the Bell-Boeing Joint Project Office, which is not expected to be completed until 30 September 2020. The objective of the CMV-22B Aircrew Flight Simulators, Cockpit Trainers and Maintenance Trainers effort is to use the existing MV-22 trainer design specifications as the baseline for the CMV trainers, integrate the CMV changes as defined by the aircraft NRE currently in development by Bell-Boeing and complete training device end item production, testing, spares procurement, and training of instructor and commercially contracted maintenance personnel for the training devices required. While the design specifications are available for the MV-22 version of the trainers, since the CMV-22 aircraft ECP is not completed as noted above, the government does not yet possess the required technical information for the CMV-22B. The Government ™s current acquisition strategy for this requirement is to issue a delivery order under Basic Ordering Agreement (BOA) N00019-17-G-0002 to Bell-Boeing Joint Project Office on a sole source basis; however the Government is conducting market research to assess whether other potential sources have the capability to perform this requirement. 4.0 Eligibility The applicable NAICS code is 333318 with a Small Business Size standard of 1,250 employees. The Product Service Code (PSC) is 6930. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size (see paragraph 5.0). 5.0Requested Information Interested parties must submit their response with any supporting documentation to include: following: a.An UNCLASSIFIED description of the respondent ™s general capabilities to support this effort. b.CAGE code, DUNS Number, and mailing address c.Business size. Indicate whether Contractor is a Large Business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. d.POC to receive/provide additional information or clarification e.A full capability summary, which contains a detailed description and supporting technical data (include specific relevant technical and management experience performed in the past five (5) years with applicable contract numbers): 1)The description shall include the Contractor ™s approach and experience with performing the following tasks to satisfy the requirements for CMV-22B Aircrew Flight Simulators, Cockpit Trainers and Maintenance Trainers: a)Design, fabrication, installation, test, and delivery of Flight Training Devices. b)Design and delivery a Visual Subsystem that meets government performance requirements, including Image Generation and Display Systems, projection systems, and image database models. c)Integration and delivery of the hardware and software required to simulate an aircraft ™s functional and performance behaviors required to meet the specified training objectives and performance requirements. d)Design and delivery of Crew Station Subsystems, including Crew Station Cockpit and Internal Consoles e)Design and delivery Instructor Operations Stations that incorporate the aircraft software baseline and supports Visual System and Visual Database functionality requirements. f)Design and delivery of dedicated Brief/Debrief stations co-located and integrated with the trainers g)Design and delivery of portable container shelter to house Flight Training Devices. h)Integration of the USMC Tactical Environment (TEn) into Flight Training Devices. i)Completion of System Requirements Analysis, Requirements Traceability, Architecture Design, Integration and Qualification Testing for Flight Training Devices. j)Completion of Software Requirements Analysis, Requirements Verification, Architecture Design, and Implementation for Flight Training Devices. k)Development and conduct of Instructor-Operator and Maintenance Training Courses on the proper use and maintenance of delivered Flight Training Devices l)Development of logisitics products associated with instruction and maintenance of Flight Training Devices m)Integration and installation of Flight Training Devices/Training Systems at government/military facilities. 2)Experience in developing Training Device/Training Systems in accordance with Naval Air Warfare Center Training Systems Division (NAWCTSD) Performance Specifications and Standards. 3)Experience and knowledge related to V-22 aircraft (MV-22/CV-22/CMV-22) and associated Training Device/Training Systems. 6.0 Responses Data Markings. In order to complete its review, NAVAIR must be able to share a respondent ™s information both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data ”Noncommercial Items (FEB 2014). Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions shall include a statement which clearly allows for the information to be disclosed with covered Government support contractors. International Traffic in Arms Regulations (ITAR). If the respondent is a foreign owned, controlled or influenced (FOCI) concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required.
