Description
*** National Oceanic & Atmospheric Administration's (NOAA's) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Proton Energy Systems, Inc. (Proton), in Wallingford, CT for maintenance kits and cell stack for the Hogen S20 Series. ***The sole source determination is based on the NOAA's National Weather Service (NWS) Anchorage Weather Forecast Office's (WFO) need for Proton Energy Systems, Inc.'s maintenance kits and cell stack. Proton possesses the proprietary parts and supplies required to keep their Hogen S20 Series hydrogen generators operational. Proton's parts will be used both for the preventative and corrective maintenance of the generator systems. The annual kits are comprised of parts required to complete the manufacturer's recommended periodic maintenance schedule to enhance the life and quality of the machine. The cell stack is a complicated device that separates the oxygen and hydrogen molecules with electricity. It is important that NOAA NWS have a cell stack that is designed, hydrated, and ready to go on short notice. Proton is the manufacturer of the Proton Hogen S20 series hydrogen generator and the only source to offer maintenance kits and parts that are exclusive to their systems. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
