- Questions & Answers 3 COMBINED SYNOPSIS/SOLICITATION Issued By: 379th Contracting Squadron/LGCC 27 November 2017 Al Udied AB, Qatar 09309 PR NUMBER: Certified Form 9 - F3UUCA7321AW02 TITLE: SolarWinds Platform Training This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) in accordance with (IAW) FAR 13.5 procedures. Submit only written quotations for the subject Title in response to this solicitation. The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular FAC 2005-95 Effective 19 Jan 2017. This acquisition is set-aside for NAICS code 611420. 1. DESCRIPTION: See Attachment 1 -Performance Work Statement (PWS) dated 21 November 2017 for detailed description of services. The government requires the following items: The vendor shall provide training using a combination of vendor training materials customized for 609 EACOMS (referred to herein as "CLIENT"), vendor platform documentation, and On-the-Job-Training (OJT) tailored to CLIENT installation parameters and operational environment. Training materials will consist of a course material, online student guides, ‘wiki' knowledge bases (via THWACK), and instructional ‘how-to' videos (e-learning and YouTube) available on demand (VOD) that summarizes the training and system function concepts. The training will be conducted on the site location with up to 10 CLIENT personnel for 8 hours per day for five consecutive business days. Training dates shall occur on February 12-16, 2018 and February 19-23, 2018. This requirement contains two (2) line item descriptions as follows: CLIN 0001 Training Session One (1) CLIN 0002 Training Session Two (2) 2. SHIPPING INFORMATION: Place of delivery/performance is Al Udied Air Base, Qatar. All services will be received at FOB destination. This contract will be administered by: 379 ECONS/LGCC Al Udeid AB, Qatar Phone: 437-3115 (DSN) 3. CLAUSES/PROVISIONS The following clauses and provisions are incorporated in this solicitation: 52.212-1, Instruction to Offerors as well as the Addendum to 52.212-1 52.212-2, Evaluation - Commercial Items 52.212-3, Offeror Representations and Certifications - Commercial Items must be completed by the offeror 52.212-4, Contract Terms and Conditions - Commercial Items 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items Additional Information: Offerors are required to quote on all line items. Incomplete quotes will not be evaluated for consideration of award. THE DEADLINE FOR ALL PROPOSALS TO BE SUBMITTED IS 23 December 2017, 0700 Eastern Standard Time (EST). LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer prior to the closing date and time will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)).
