- Quad Chart Template Attachment 1 - Broad Agency Announcement Details Synopsis/Announcement: This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016. This open BAA is for Nuclear Treaty Monitoring research and development for the Air Force Technical Applications Center (AFTAC) with topic areas ranging from geophysics and seismology to air and space and even some classified topics for directed energy weapon. Specific technology topics are provided in Attachment 1, page 17. A classified appendix for directed energy weapon will be provided upon request and verification of security credentials. Acquisition Overview: The AFTAC Open BAA is a two-phase process as outlined below: Phase I - submit a white paper and quad chart to the technical and contracting POCs listed in Attachment 1. Phase II - if invited by the Contracting Officer, submit a full technical and cost proposal for the proposed effort. A formal Request for Proposal (RFP) or solicitation regarding this announcement will not be issued via FBO. All instructions are provided in Attachment 1. AFTAC reserves the right to select for award all, some, or none of the proposals in response to this announcement. White papers, quad charts, technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. NOTE: Since this is the first BAA posted in support of AFTAC, an Industry Day specific to this BAA and the topics it covers will be held at Patrick AFB, FL on Friday, February 9, 2018 from approximately 0800-1500. Further details and registration information will be made available in early January. AFTAC kindly asks interested offerors refrain from submitting white papers until after the Industry Day where information will be provided on specific near-term requirements.
