- Construction Wage Determination for Greenbrier County, WV Drawings Construction and Material Specifications SF1442 form, bid schedule and solicitation provision and clauses. The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a major flood event June 22-29, 2016, impacting Greenbrier County, West Virginia. The project consist of restoring and stabilizing approximately 306 feet of stream bank on 3 sites on Wades Creek and an unnamed tributary in Greenbrier County, West Virginia. Loose Rock Riprap and Wire Mesh Gabions will be installed to stabilize and protect the stream bank(s). Disturbed areas will be graded to provide positive drainage and seeded & mulched to provide permanent vegetative cover. If necessary, blockages will be removed to restore channel capacity. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures,FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of contract. All necessary permits and land rights have been acquired. The solicitation package, construction drawings and specifications will be posted and available from this site on December 19, 2017. Bids will be due on January 22, 2018 at 11:00 a.m. A site showing to review the site will be scheduled, the details of which will be posted with the solicitation package. Performance time will be calendar 25 days. Magnitude of proposed construction = $100,000 - $250,000
