5 REQUEST FOR EXPRESSIONS OF INTEREST (DEVELOPMENT OPPORTUNITY) For Service-Disabled Veteran-Owned Businesses, Veteran-Owned Small Businesses Central Alabama Veterans Health Care System, VA Medical Center Tuskegee, Alabama Notice: DISCLAIMER: This Request for Expressions of Interest ( REI ) is a notice of a potential opportunity and not a solicitation for offers or request for proposals. Respondents are advised that the U.S Department of Veterans Affairs ( VA ) assumes no responsibility to award an Enhanced-Use Lease ( EUL ) based upon responses to this REI. Should VA decide to issue a request for proposals, a formal Solicitation for Offers will be issued. The purpose of this REI is to identify potential sources for information and planning purposes only, and is not intended to prequalify or disqualify any potential respondents. This REI is intended to conduct market research to determine if responsible and qualified sources exist to redevelop the assets described in Section III. The information gained from this REI will be used to assist VA in determining if this development opportunity can be competitive and/or a total Service Disabled Veteran-Owned Small Business ( SDVOSB ) or Veteran Owned Small Business ( VOSB ) set-aside (collectively, SDVOSBs and VOSBs are referred to below as Small Business or Small Businesses ). Additionally, VA will use this information to determine the best acquisition strategy for a potential procurement. Only Small Businesses are requested to respond to this REI. VA requests that interested parties respond to this REI by identifying their status as a Small Business and providing the specific information requested in Section IV. Respondents to this REI should be aware that their response will not ensure qualification for any underlying future solicitation award. Furthermore, VA will not pay for any costs incurred by potential respondents when responding to, or as a result of, this REI. VA cannot provide any warranty, expressed or implied, as to the accuracy, reliability or completeness of the information contained in this REI, and will not be responding to any inquiries regarding this REI. Scope and Objectives: VA, under its EUL authority (38 U.S.C. § § 8161 - 8169) is seeking Expressions of Interest ( EI ) from qualified Small Businesses for an opportunity to redevelop/renovate Buildings 1,10,62, and 69 on the historic VA Medical Center campus located at the Central Alabama Health Care System, Tuskegee ( VAMC ) in Tuskegee, Alabama. The EUL authority allows VA to outlease land and improvements to select developers for the purpose of financing, renovating, operating, and maintaining permanent supportive housing units and onsite community based support services for Veterans and their families who are homeless or who are at risk of homelessness. The EUL program allows for the long-term lease (up to 75 years) of facilities to public or private sector lessees, and has numerous successful ongoing projects. VA s Office of Asset Enterprise Management administers the EUL Program. In accordance with the EUL authority, VA seeks to determine if there are interested developers that can redevelop Buildings 1 and 62 and/or Buildings 10 and 69. Interested parties may submit an EI for Building 62 for providing independent living for at risk senior and disabled Veterans and their families. In addition Building 1 is available for ancillary use for building 62, to provide support functions (e.g., Administrative offices, Community Room, etc.). Interested parties may also submit an EI for Building 69 for providing supportive housing for homeless Veterans, and/or Veterans at risk of homelessness. In addition, Building 10 is available for ancillary use for Building 69, to provide support functions (e.g., Administrative Offices, Community Room, etc.). With respect to this REI, SDVOSB and VOSB set-asides apply. If two or more VOSBs or SDVOSBs will submit offers and the award can be made at a fair and reasonable price, then any resulting procurement shall be set aside for SDVOSB s or VOSB s, in accordance with the contracting order of priority set forth in VAAR 819.7004. For purposes of this VA-specific rule, SDVOSBs or VOSBs must meet the eligibility requirements in 38 U.S.C. 8127(e)-(f), VAAR subpart 819.7003, and be listed as verified in the Vendor Information Pages ( VIP ) database, at https://www.vip.vetbiz.gov. The site database lists businesses that the VA Center for Verification and Evaluation (CVE) has determined eligible for the Veterans First Contracting Program. The objectives of this development opportunity include: Redevelop Buildings 1 and 62 to create safe, affordable, permanent housing for Veterans and their families who are homeless or at risk of homelessness; Redevelop Buildings 10 and 69 to create safe, affordable, permanent housing for senior/disabled Veterans at risk of homelessness; Provide the resident Veterans with ancillary, onsite supportive services; Develop housing models intended to enable Veterans to achieve self-sufficiency and independent living; The selected developers must work with the Alabama Historic Commission and the National Historic Preservation Act on the potential reuse of buildings 1, 10, 62, and 69 to retain the historic character of the Tuskegee campus; The selected developers shall take over ongoing VA operating costs associated with the upkeep of these vacant and/or underutilized assets; and Compliance with the National Environmental Policy Act ( NEPA ) Additional information on the VA s EUL program may be obtained at: http://www.va.gov/assetmanagement/. Buildings Proposed as Part of this REI: This REI focuses on the Tuskegee, Alabama VAMC Buildings 62 and 69, as well as potential EUL ancillary (EUL Administrative/Community Center/ Learning Center) uses in Buildings 1 and 10. The intent of this REI is to determine whether there are experienced Small Businesses which can transform one or more of these historic buildings into facilities that will serve Veterans in accordance with VA s EUL authority. Building 62 This 75,048-square foot, five-story structure was designed in 1935 and constructed in 1936 for continued treatment of patients. The reinforced concrete building includes a 6-ft high pipe space, 11-ft high basement, 13-ft high first floor, 12-ft high second floor, 11-ft high third floor, and a penthouse on the roof for utilities. The basement was designed with a recreation room, lockers, toilets, barbershop, and occupational health offices. Originally, the first floor was a 144-bed ward; the second floor was a 126-bed ward, and the third floor was a 136-bed ward. Various alterations were made in 1956, 1977, 1984, and 1996, including major and minor renovations. In 1994 an asbestos pipe insulation abatement project was completed. In 2002, studies show additional asbestos was discovered and remedied. The defining architectural character/features of the historic building are the red brick, concrete sills, and arches across faƧade, crenelated roof parapets, and the paired or tripled window distribution. Year Built 1936 Total Gross Square Feet 72,838 Height 5-Story Available Parking Spaces 80 Historic Status Landmark (contributes to National Historic District) Building 69 Building 69 was designed in May 1944 and built in 1945 for psychiatric patients and is part of a set with Buildings 44 and 68. Various alterations were made in 1961, 1980, 1988, and 1991, including major and minor renovations. In 1996 an asbestos pipe insulation abatement project was completed. In 2002, studies show additional asbestos was discovered and remedied. The defining architectural character/features of the historic building are the red brick, concrete sills, arcaded porches, and H-shaped floorplan. Year Built 1945 Total Gross Square Feet 64,533 Height 3-Story Available Parking Spaces 70 Historic Status Landmark (Contributes to National Historic District) Building 1 Building 1 was designed in February 1922 and constructed in 1923 to serve as the Hospital Administration Office. In 1932, a 3,800-square foot addition was completed to expand the office space. Various alterations were made in 1974, 1977, and 1997, including minor renovations. The defining architectural character/features of the historic building are the red brick cladding, concrete sills, symmetric fenestration, entry decorated with columns and pediment, and the decorative brick above the windows. Year Built 1923 Total Gross Square Feet 7,494 Height 2-Story Available Parking Spaces 50 Historic Status Landmark (Contributes to National Historic District) Building 10 Building 10 was designed in February 1922 and constructed in 1923 to serve as the Reeducation Building. Various alterations and renovations were completed in 1951, 1967, and 1986. The defining architectural character/features of the historic building are the red brick, concrete sills, and decorative brick above windows. Year Built 1923 Total Gross Square Feet 12,819 Height 2-Story Available Parking Spaces 50 Historic Status Landmark (located within National Historic District) Additional Building Information: Buildings 1, 10, 62, and 69 will require renovations including hazardous materials abatements (asbestos, lead based paint, and mold). Additionally, the finishes, electrical, plumbing, and HVAC systems are deteriorated and beyond their useful life. Please see Attachment A for a building location map and preliminary proposed EUL parcel outline. Please note the parcel outline shown in Attachment A is subject to change. Respondent Eligibility and Response Requirements: VA is seeking qualified developer and support service provider teams that have proven track records in the development of affordable housing and experience in the redevelopment, reuse, and operation of historic structures. Developers must be small businesses, and may be either sole entities or grouped as teams to produce qualified responses. Response Format: Responses should be submitted on official letterhead, must include a point of contact and the signature of at least one organization officer. Responses must address the following elements in sufficient detail to frame the proposed concept and highlight respondent s ability to execute an EUL in a timely manner. Responses must not exceed the page count for the aggregate of which is limited to 25 pages, single spaced with a minimum 12 point font. Qualifications/Past Performance to Undertake this Development Opportunity Corporate Overview: Provide an overview of respondent s organization by indicating the type of organization (for profit, not for profit, non-profit, etc.), core business activities, age of organization, and name/title of leadership. Supportive Housing Development Experience: Provide descriptions of three (3) similar supportive housing developments projects that the respondent or a directly related entity (in which the principals were personally involved) has developed, owned, managed, and/or operated. Include information such as the name, location, description and of facilities (including supportive services), duration of project, and the extent of respondent s participation. Historic Rehabilitation: Provide a summary of your experience developing, managing and operating similar historic rehabilitation projects. Affordable Housing Financing Experience: Summary of your experience obtaining capital and operating subsidies for affordable housing in Alabama and/or other locations in the United States, including any supportive housing specific experience. Specify funding sources used in the past. Supportive Services Experience: Summary of your experience providing supportive services to Veterans who are homeless or at risk of homelessness, and any affordable housing for Senior and Disabled Veterans. Project Concept Conceptual plan that identifies how rehabilitation and reuse of the facilities will be accomplished, including but not limited to: Building(s) to be utilized Unit types and count Anticipated development timeline Approach to historic renovation Outline of supportive services plan, together with the Veteran population to be served Organization and ownership structure of the development team responding to the REI Project Financing Financial capacity and prior experience financing similar projects. Financial data should be of sufficient detail to enable VA to understand the viability of the proposed plan(s). Proposed plan to obtain financing for the project outlining sources and uses of funds. An initial discussion of the project economics, such as projected construction and total development costs, anticipated revenue and operating costs, and anticipated sources and uses of funds for acquisition, construction, and long-term operations. VA/Veteran Benefits A general discussion of financial and/or nonmonetary benefits to VA, Veterans who are homeless or at risk of homelessness, and Senior/Disabled Veterans.
