- Concealable Body Armor Specifications The U.S. Marshals Service (USMS) has a future requirement for Body Armor. We are currently in the market research phase of this process. The USMS is seeking to obtain information on the recent technological improvements of the body armor industry. Potential vendors will have an opportunity to illustrate their products' features/capabilities, developments, et cetera, prior to a USMS formal solicitation request for a contract for a ballistic protective system (body armor kit). All interested vendors shall furnish at least three samples of soft (undercover) armor as part of their proposals. All samples must meet National Institute of Justice ( NIJ) 0101.06 Standards. Sample products can have visible identifying marks of the manufacturer or distributor. USMS personnel will review the product samples at a location in Arlington, VA (the specific location will be determined later). Vendors may schedule appointments to demonstrate their products, or the products that they are authorized to distribute. Interested vendors shall contact Jonathon Jordan ( Jonathon.jordan@usdoj.gov ) to schedule an appointment by Friday, February 2, 2018. Vendors will have the opportunity to give presentations regarding their products February 13 - 15, 2018 in Arlington, VA. Vendors that choose to mail their samples - samples must arrive at the USMS facility no later than February 9, 2018. Products can be mailed to: Jonathon Jordan (Market Research) USMS (MOW) Landover Operations Center 3601 Pennsy Drive Landover, MD 20785 (703)201-7830 All packages shall be clearly labeled with company's name, and the Market Research Identification Number (15M800-18-A36-Q-0010). If a vendor fails to submt its sample(s) on time, or fails to appear at its appointed time, the Government reserves the right to exclude that sample from consideration. Samples shall be submitted at no expense to the Government (Free on board Destination), and shall be returned to the vendor at the vendor's expense. Liability for the sample body armor components shall rest solely with the applicable vendor for the entire length of the research period, including the time frame when the samples are in the hands of the USMS. The USMS will exercise the utmost care when reviewing the samples. Vendor representatives shall carry a company identification badge, along with a valid state issued identification card in order to gain access to the Arlington facility. Each vendor will bring their body armor samples to Arlington, and shall provide FEDEX billing information for the return of their product samples. All samples will be returned no later than ten (10) working days from the day of the vendor presentation. Vendors shall provide detailed product information and availability ( including pricing ). Samples shall be brand new items; no remanufactured or gray market products will be accepted. These items shall be covered by the manufacturers' warranty. Failure to comply with these stipulations may result in the vendor's sample(s) being excluded from consideration. Any questions regarding this notice shall be submitted to the Contracting Officer on or before January 19 th.
