Description
This is a SOURCES SOUGHT SYNOPSIS and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. Proposed project will be a competitive, firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Corps. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. The purpose of this notice is to gain knowledge of potentially qualified Large and Small Businesses (SB),8(a), Small Disadvantage Business (SDB), Woman Owned Business, Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 333995 Fluid Power Cylinder and Actuator Manufacturing This U.S. industry comprises establishments primarily engaged in manufacturing fluid power (i.e., hydraulic and pneumatic) cylinders and actuators; small business size standard is 750 employees. The Classification Code is J. Depending upon the responses in the large and small business categories listed above, the solicitation will either be set aside in one of the latter categories or be issued as unrestricted open to both small and large businesses. Limitations on Subcontracting: The prime contractor, in accordance with FAR clause 52.219-14 Limitations on Subcontracting paragraph(c)(3) General Construction will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate solicitation announcement will be published in the FEDBIZOPPS (WW.FBO.GOV). Responses to this SOURCES SOUGHT SYNOPSIS are not adequate response to any future solicitation announcement. Summary Scope of Work Recondition 6 hydraulic cylinders located in the outlet structure at Lucky Peak Project. The cylinders each operate an outlet slide gate and are paired with three hydraulic power units. Two isolation bulkheads allow a maximum of two cylinders to be reconditioned at a time. It is anticipated that a maximum of two cylinders per year may be reconditioned due to project funding limitations. •The project requires removal, disassembly, lead based paint removal, and inspection of the approximately 30" diameter 11' tall cylinders. •Based on the result of the inspection the components will be repaired by welding and subsequent machining to bring them back into tolerance with the original design OR replacement at the Government's option. •Reconditioning will also include replacement of seals, O-rings, packing, studs, and stud nuts. •The contractor will be responsible for painting, reassembly, filling with hydraulic fluid, testing and reinstalling the cylinders. •About 20 feet of 3" diameter Schedule 40 steel pipe will be removed and replaced with associated fittings and mounting supports. •Coordination with the power plant is required to dewater the outlet conduit for removal and installation of the isolation bulkheads. •Contractor is to provide all supervision, labor, materials, plant, and equipment to perform the work. SUBMITTAL REQUIREMENTS Firms interested in this requirement should submit a statement of interest and capabilities that is no more than 5 pages in length, single-spaced, 12-point font minimum demonstrating ability to perform the requested services. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform the defined work. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. The documentation shall address, as a minimum,the following: (1) STATEMENT OF INTEREST (a) Confirm that your company is interested and intends to submit a quote / bid / proposal when a solicitation is issued. (2) COMPANY PROFILE (a) Company name and address (b) Point of contact at the company including name, title, telephone number, fax number and e-mail addresses (c) Small Business designation/status if applicable, such as 8(a), HUBZone, SDVOSB, WOSB, SDB (d) DUNS number (e) CAGE code.
