Description
***THIS IS A NONCOMPETITIVE SYSNOPSIS *** NASA/MSFC has the requirement to purchase ImaGen and iHawk Rackmount Systems in support of the Integrated Avionics Test Facilities. NASA/MSFC intends to purchase the hardware from Concurrent Real-Time, Inc., on an Other than Full and Open Competition basis. Concurrent Real-Time, Inc., (CRT) provides the ImaGen and iHawk Servers with their proprietary RedHawk Linux real-time operating system as well as the certification for these systems. The CRT brand servers are used in all of the IATF lab's test and development lines. The guaranteed performance, functionality and compatibility between the servers and other hardware must be maintained. Choosing another brand would require replacing all the current systems and performing another extensive evaluation with the various input/output (I/O) cards and other hardware. This would be a time consuming activity with immeasurable impacts to cost, manpower hours, and schedules. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Steven Shaw at steven.s.shaw@nasa.gov not later than 4:30 p.m. CST on 12/27/2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
