Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.2 requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source extension. The statutory authority for this sole-source procurement is 10 U.S.C. § 2304(d)(1)(B), as implemented in FAR 6.302-1(a)(2)(iii) - Only one responsible source and no other supplies or services will satisfy agency requirements. Services may be deemed to be available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost or unacceptable delays. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. The National Geospatial-Intelligence Agency (NGA) requires that the ITEMS EM/CSS contract HM0476-16-C-0034 provide operations and sustainment of enterprise management and cyber security services to DIA (38,700 users), the White House (500 users) and the Coast Guard (500 users) on the IC DTE Phase 1 TS/SCI desktop environment. The following IC DTE Phase 1 enterprise management and cyber security services are included under this contract action: event monitoring of servers and applications, end point security via host based security system (HBSS), vulnerability management, and auditing of the infrastructure deployed at data centers worldwide. ManTech was awarded the ITEMS EM/CSS contract through a full and open competition to provide enterprise management and cyber security service for NGA users on all security domains including IC DTE Phase 1 TS/SCI domain. As a result of this award, ManTech is currently providing operations and sustainment of enterprise management infrastructure software applications (i.e. tools) that perform monitoring, end point security, vulnerability management and auditing of virtual servers or physical devices at data centers worldwide for NGA users. These same tools also provide services to DIA, the White House and the Coast Guard users for IC DTE Phase 1; therefore, ManTech is the only responsible source to provide these identical services to additional users. The Government awarded the EM/CSS contract on 12 August 2016 to ManTech. The current contractor, ManTech, is qualified to perform under this contract and has in place all of the necessary resources to continue the performance of the Government's requirements in a satisfactory manner. The current contract expires on 31 October 2021. NGA intends to award a sole source, firm fixed-price contract to ManTech, Fairfax, Virginia for Option Year 1 through Option Year 5 for the following service areas: service area 4, EM Engineering and Operations & Sustainment, service area 8, Enterprise Tool Support, and service area 9, Cyber Engineering and Operation & Sustainment. While it would be technically possible for other companies to provide the required services, this could only be achieved by expending considerable resources and time. ManTech has already established the organization in order to provide these services without any transition or break in service. As a result of the discussion herein, the Government believes that only ManTech is capable of meeting the objectives of the Enterprise Management/Cyber Security Services at a reasonable price with minimal reductions in operational coverage.
