Description
GMD HPAR Draft RFP and Bidders Library Access Form The Missile Defense Agency (MDA) intends to procure a High Power Amplifier Replacement (HPAR); a vital component that amplifies signal from the In-Flight Interceptor Communication System (IFICS) Data Terminal (IDT) to the Kill Vehicle in support of the Ground Systems element of the Ground-Based Midcourse Defense (GMD) Ballistic Missile Defense System. The anticipated need is for quantity of three (3) pre-production units and quantity of eight (8) HPARs. The requirement includes optional quantities of nine (9) HPARs. Deliveries for pre-production units is anticipated to be 24 months after contract award and 36 months after contract award for production units. The HPAR requirement includes the design, development and production of delivered hardware and transportation of end items to the designated locations. A special notice announcement for the HPAR requirement was issued under solicitation number MDA16DACNSN01 on 9 October 15. Please refer to solicitation number HQ0147-18-R-0002 for all future updates to the HPAR acquisition. MDA anticipates a competitive award of a Cost Plus Award Fee and Fixed Price Incentive (Firm Target) contract to a single source based on a full and open competition. A Draft Request for Proposal (DRFP), which includes a bidder's library, is available for review. Interested offerors shall complete the enclosed GMD HPAR Draft RFP and Bidders Library Access Form and submit with encryption to GMD-HPAR@mda.mil to request access to the DRFP and the associated bidder's library. Access approval is granted based on the following terms: Only US persons with need to know. Companies under foreign ownership, control or influence (FOCI) will be excluded from contract award. In order to send an encrypted e-mail to the address listed above, the sender and recipient must exchange public key certificates. To exchange public key certificates, Interested Offerors must select the Digital Signature button on the toolbar (red ribbon to digitally sign a message) and send email to GMD-HPAR@mda.mil. Once received, the Government will reply with its Digital Signature. The sender must then save the Government's Digitally Signed email address to his/her contacts. Following these steps will allow encrypted emails to be exchanged. This is not a Request for Proposal or quotation. The Government will NOT pay any costs incurred as a result of responding to this announcement.
