- The U.S. Nuclear Regulatory Commision (NRC) has a requirement for a contractor to provide mental health evaluation services in accordance with 10 CFR Part 10, CRITERIA AND PROCEDURES FOR DETERMINING ELIGIBILITY FOR ACCESS TO RESTRICTED DATA OR NATIONAL SECURITY INFORMATION FOR AN EMPLOYMENT CLEARANCE; Executive Order 12968, Access to Classified Information; and Adjudicative Guidelines for Determining Eligibility for Access to Classified Information. The contract will consiste of a base period from April 14, 2018 through April 13, 2019 plus four one-year options to extend the term of the contract. The solicitation will require the contractor to provide one or more cleared physicians that are board certified in psychiatry for approximately 67 hours per year to provide the required services. Some contractor travel may be required to NRC facilities in the continental United States of America. See possible places of contract performance below. The incumbent contract was conducted as a Total Small Business set-aside, whereas this acquisition is being conducted as a Woman-Owned Small Business set-aside. The government intends to award a contract resulting from the solicitation to the responsible offeror whose proposal represents the best value to the government, evaluated cost/price and other factors considered. Anticipated evaluation factors for award include Qualifications of Key Personnel; Corporate Experience; Adequacy of Management Plan; Past Performance Information; and Evaluated Cost/Price. Non-cost/factors, when combined, will be approximately equal in importance to evaluated cost/price. The NRC uses Compusearch Software Systems' secure and auditable two-way web portal, FedConnect, to communicate with offerors and contractors. FedConnect provides bi-directional communicaiton between the offeror/contractor and the NRC throughout the preaward, award and postaward phases. Therefore, in order submit a proposal, the offeror must reguster to use FedConnect at https://www.fedconnect.net/FedConnect/PUblicUserRegistration.aspx. Assistance with FedConnect is provided by Compusearch Software Systems, not the NRC. FedConnect contact and assistance information is provided at https://www.fedconnect.net. By submission of an offer, the the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management database at www.sam.gov prior to award, during performance, and through final payment of any resultant contract. For proposal preparation purposes, the offeror should assume an award on or about March 30, 2018 and a postaward conference at the NRC in Rockville, Maryland within one week thereafter.
