Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, "Only One Responsible Source," it is the Government's intent to award a sole source service contract to McKellar Corporation, a Service Disabled, Veteran-Owned Small Business for the execution of one Civilian Expeditionary Workforce (CEW) training event in January 2018 and options for two additional courses occurring during February and March 2018 at Camp Atterbury, Indiana - an Indiana Army National Guard training center. The objectives of this requirement are for McKellar Corp (incumbent) to continue providing required training services during the on-going source selection of an IDIQ solicitation (W912L9-16-R-0003). Continuity of services is paramount in order to meet established Office of Secretary of Defense (OSD) and theater mobilization and deployment timelines of the CEW participants. Disruption to these timelines due to phase-in / phase-out of vendors and to the time involved to solicit, review proposals, make award and then receive OSD review and approval of a new vendors training plan would jeopardize the synchronization and efficiency of theater timelines. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 9 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed requirement is based upon and meets the requirements of FAR 6.302-1, Only One Responsible Source. Award of this service contract will be based upon the possible responses to this notice, and is solely within the discretion of the Government. Detailed capabilities of interested vendors must be submitted to the following email address no later than 4:00 PM (EST) December 27, 2017, christopher.j.purtell.mil@mail.mil.
