Sources Sought Synopsis for ALR-56M Intermediate Amplifier Buy Request for Information 408 SCMS/GULB Electronic Warfare (EW) Supply Chain Management Squadron Air Force Sustainment Center Robins AFB, GA Buy for ALR-56M Intermediate Amplifier PN: 330386-401 26 Oct 17 •I. BACKGROUND This is not a solicitation but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only. This request does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. There is no solicitation available at this time. Contractor proposals will receive no response. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. The Air Force has not yet determined the acquisition strategy for this requirement, including determining if a set-aside strategy is appropriate. Note: This request for information is for the purpose of obtaining information relative to an upcoming production effort in the EW Supply Chain Management Squadron (408 SCMS/GULB) at Robins AFB, GA. The Contracting Office within the Air Force Sustainment Center will serve as the procuring organization. Companies are encouraged to provide responses to this questionnaire but are advised that their participation is voluntary and no reimbursement of any kind will be provided. •II. PURPOSE The purpose of this RFI is to conduct market research to determine if responsible sources exist and to assist the United States Air Force (USAF) in determining if a future contract effort can be competitively awarded and/or awarded on a total or partial Small Business Set-Aside basis. The applicable North American Industrial Classification System (NAICS) code assigned to this effort is 334419 (Other Electronic Component Manufacturing) with the Small Business Size Standard of 500 employees. If the Government decides to award a contract for this or related effort, a solicitation will be published and posted on the Federal Business Opportunities website. The Government will use this information solely to determine the appropriate acquisition strategy for this procurement. The Government is interested in all small business concerns. The EW Supply Chain Management Squadron (408 SCMS/GULB) intends to establish a contract to provide for the manufacture of spare ALR-56M Amplifiers; National Stock Number (NSN) 5996-01-431-3578EW; Part Number 330386-401. Production of this item must be accomplished in accordance with a Government owned specification drawing developed by BAE. Parties expressing interest in this requirement must have the capability to access pertinent technical data needed for production, technical support, and contract program management. This asset is currently designated as a consumable. However, the potential for future repair efforts may be considered if practical. •III. CAPABILITY SURVEY Interested parties are encouraged to participate in this RFI as described. Interested parties must provide documentation that supports your company's capability to meet the anticipated requirements listed in this RFI. Does your company have knowledge and experience in the following: •a) General EW principles •b) Electronic Countermeasures (ECM) •c) Threat missile systems and radars •d) EW flight and ground testing (labs and ranges) •e) Amplifiers role/impact within the overall system •2) Does your company have familiarity with production of the amplifiers? Submit supporting documentation. •a) Does your company have access to the source control drawing of the ALR-56M Intermediate Amplifiers? •b) Submit supporting documentation. •3) Does your company possess the facilities to store classified assets as secret? •a) Does your company possess the ability to package, ship, and transport classified or other sensitive equipment? •b) Submit supporting documentation. •c) The ALR-56M Intermediate Amplifiers will be required to interface with existing internal and external system interfaces. Does your company have knowledge or experience to do that? Submit supporting documentation. •4) Is there an established catalog or market price for the requirement? •5) Does your company offer this product and/or service to both U.S. Government and commercial sources? Is the same workforce used for both the U.S. Government and general public? •6) Is the requirement offered to both the U.S. Government and commercial sources under similar terms and conditions? Briefly describe any differences. •7) Describe your standard warranty and return process for goods and services furnished to the government for items similar in nature to this requirement. •IV.
