- Sources Sought Notice: Hazardous Material Management to Include Labor, 3PL Inventory Investment, and Hazardous Waste Transportation Sources sought for information and planning purposes to identify qualified and experienced sources for an anticipated Firm Fixed Price (FFP) Indefinite Delivery- Indefinite Quantity (IDIQ) contract under NAICS Code 561210, Facilities Support Services. This proposed contract vehicle is to provide Hazardous Materials (HAZMAT) Third Party Logistics (3PL) services, including labor and inventory investment, in various locations including: Puget Sound, WA Norfolk, VA San Diego, CA Sigonella, IT Yokosuka, JA Bahrain Pearl Harbor, HI Subject to FAR Clause 52.215-3, titled śRequest for Information or Solicitation for Planning Purposes, ť this announcement constitutes a Sources Sought Notice for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Fleet Logistics Center Norfolk (FLCN), Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle to provide HAZMAT 3PL material and services at various locations around the world. The contractor shall provide the labor, hazardous material inventory, delivery services, and equipment. The anticipated base period of performance of this contract is 1 August 2019 to 30 July 2024. It is anticipated that the resultant solicitation will contain one (1) FFP CLIN for labor, one (1) FFP CLIN for materials, and one (1) cost CLIN for ODCs for a total of three (3) CLINs per year per location. FLCN is considering issuing one (1) Request for Proposal (RFP) off of which individual standalone IDIQ contracts to each location will be issued. Offerors will have the opportunity to bid on all or one location. Responses to this Sources Sought Notice should reference N0018918GLOBA and shall include the following information in this format: 1.Company name, address, point of contact name, phone number, and email address. 2.Contractor and Government Entity (CAGE) Code. 3.Other Government vehicles (contracts) that may issue orders for the required services. (ie. GSA, etc.). 4.An estimated Rough Order of Magnitude (ROM). 5.Size of business- Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-Owned Business, Veteran-Owned and/or Service Disabled Veteran-Owned Business. 6.Capability statement displaying the contractor ™s ability to provide the minimum requirements to include past performance. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in the past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 7.Please include any questions or concerns you have in regards to this requirement. 8.Include any other supporting documentation. Submissions are to be no more than 15 pages and no less than 12 point font. Responses should be emailed to heather.coleman@navy.mil by Tuesday, January 2, 2017. Again, this is not a request for a proposal. Respondents will not be notified the results and the Government is not required to answer any questions submitted in regards to this Sources Sought Notice.
