Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Alliance for Telecommunications Industry Solutions (ATIS) for a Government membership, for a period of 01/01/2018 through 12/31/2018. The Information Technology Laboratory (ITL) at the National Institute of Standards and Technology (NIST) plays a key role in supporting U.S. industry, government, and academia in the efficient and effective use of information technology (IT). In partnership with our customers and stakeholders, ITL develops and disseminates standards, measurements, and testing for interoperability, security, usability, and reliability of information and communication systems, including cybersecurity standards and guidelines for Federal agencies and U.S. industry. Sole source determination is based on the need to procure a Government membership to participate in the development of the next generation (5G) standards for industrial telecommunications based on the mission of the Institute of Telecommunications Sciences. Alliance for Telecommunications Industry Solutions (ATIS) and the Third Generation Partnership Project (3GPP) SDO is the North American partner for the 3rd Generation Partnership Project (3GPP), and is responsible for specifying and agreeing on solutions for the worlds cellular systems including 3G, LTE and currently 5G cellular technologies. ATIS is the only known vendor capable in proving the required Government Membership. *****The North American Industry Classification System (NAICS) code for this acquisition is 813920- Professional Organizations, with a size standard of $15M. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at prateema.carvajal@nist.gov. All responses to this notice of intent must be submitted so that they are received at Prateema.carvajal@nist.gov no later than December 20, 2017 at 8:00 AM Eastern Time.
