- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a fixed price modification under an existing contract to procure an interim support package to support the TTU-665/E, Stationary Penetrant Inspection System (SPI) to satisfy our initial spare requirements based on the initial spare items list (ISIL), on a sole source basis with REL, Inc. (REL) of Calumet, MI. The government does not possess the required technical data to effectively solicit this requirement by full and open competition. Due to the current limited and restricted data rights of the hardware and software respectively we are not able to purchase all components manufactured, programed and delivered on schedule from another source. No other manufacturer would have this data and are capable of manufacturing or procuring a complete interim support package to successfully meet the Government's requirement. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. It is the Government's intent to procure adequate quantities of referenced parts to support the Stationary Penetrant Inspection (SPI) System for approximately two years after initial fielding. This RFI is to determine whether there are any contractors capable of supplying the Interim Support Package.
