This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Proposal (RFP) number SP7000-17-R-1005. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-96 effective 6 NOV 2017, and Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161222 edition, and Defense Logistics Acquisition Directive (DLAD) Current to Revision 5, and PROCLTR 2017-20. This acquisition is set-aside for small business. The associated North American Industrial Classification System (NAICS) code is 322230 and the small business size standard is 750 employees. Defense Logistics Agency (DLA) Document Services has a requirement to establish a contracting vehicle for various types of specialty paper. The required Contract Line Item Numbers (CLINs) are divided into two lots (Lot 1 and Lot 2). Up to two Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed price with economic price adjustment contracts will be issued. Vendors may quote Lot 1, or Lot 2, or both. Vendors must quote all CLINs in the lot they choose. IDIQs will be awarded to the Lowest Priced Technically Acceptable (LPTA) proposal. If it is determined the same vendor will be awarded an IDIQ for each lot, one IDIQ will be issued. The IDIQ will have a 3 year period of performance starting on the effective award date. Important Dates: Solicitation Posting Date: December 13, 2017 Question Submission Date: December 22, 2017 Response Date: December 29, 2017 Solicitation Closing Date: January 12, 2018 Questions should be submitted in writing, via email, using Attachment 8, to marissa.jackson@dla.mil no later than 11:00 AM Eastern on December 22, 2017.
