- JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000 NAMA 151515E, Phase 3B UV Vessel Modifications for the Mall Turf Project 1.Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): This work includes modifying the three existing WEDECO UV vessels in the Mall pump house by placing the UV sensors at the top of each vessel, thereby eliminating the effect of gravity upon the suspended solids that are accumulating on the lens and causing a system malfunction. The work is as follows: 1. Remove the three UV Vessels and transport to manufacturer for required modifications. 2. Relocate the sensor mounts to the upper side of the vessels per the redesign provided by the Government. 3. Transport the units back to the site, reinstall modified vessels and replace wear items (new wipers, bulbs and brushes, etc...). Includes reinstallation, calibration, programming and test operations to bring the UV vessels back online and compatible with the current system operational design. Propump was the original installer of the system 4. Propump was the original installer and will maintain existing warranties and system integrity. 5. Propump will include a one-year warranty on vessel modifications incorporated into the existing system 6. All work must be completed by March 15, 2018. 2.Sole Source Justification rationale X PropumpOnly one responsible source. Propump was the original installer of the system and has knowledge of the intricacies of the system and it's operation. Propump has been providing the maintenance for irrigation system for National Mall Turf, National Mall and Memorial Parks due to the ongoing issues with the Government design. Propump has proprietary knowledge of the irrigation system and will complete the work in order to maintain the system integrity and existing warranties in effect with the system. If the Government were to compete the requirement there would be duplication of costs and possibility that a follow-on contractor would compromise the existing warranties. Urgent and compelling circumstances exist. Urgent and Compelling circumstances do not apply to this action. The Government is pursuing a sole source procurement with Propump as the original installer of the system and it is determined that they have knowledge of the intricacies of the system and it's operation. Propump has been providing the maintenance for irrigation system for National Mall Turf, National Mall and Memorial Parks due to the ongoing issues with the Government design and is familiar with the existing equipment and the complexity of the existing control system and will be able to efficiently deliver the required modifications at a reduced cost and schedule. If the Government were to compete the requirement there would be duplication of costs and possibility that a follow-on contractor would compromise the existing warranties. 3.Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: The existence of this system is a direct result of a competitive procurement to fulfill this requirement. Currently there are three leading pump station systems in the industry, and the Xylem-Flowtronex Pump Station (one of the three) is installed. 4.If this is a determination for sole source, the contracting officer certifies: a.Only one source is available, or urgent and compelling circumstances exist. b.The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106­3(a).
