- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a sole source Firm-Fixed Price contract to Blackboard under their GSA Contract GS-35F-0554M. Under the authority of USC 2304(c)(1) pursuant to FAR 6.202-1(a)(2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. Even though a Firm-Fixed Price/Sole Source Contract is anticipated, firms or persons may identify their interest and capability to the Contracting Officer, Jason Hewitt, Email: Jason.hewitt@usnwc.edu A determination by the Contracting Officer not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. The Naval War College has a requirement for Blackboards Gov Learning Performance SAAS Plus with a base year from 1/1/2018 to 12/31/2018 with two option years. This acquisition is being solicited on an unrestricted basis. The NAICS code is 518210 with a small business standard of $32.5M. Even though the intent is for a sole source contract, all responsible sources may submit a quotation which will be considered by the agency. Quotations are not being requested and a written solicitation will not be issued. Interested persons may identify their interest and capability by responding to the requirement through email submission to Jason Hewitt (Jason.hewitt@usnwc.edu) no later than 05:00 PM Eastern, 26 December 2017. If no responses are received by the above referenced date/time a sole source contract will be awarded to Blackboard, Inc. The award date is estimated to be no later than 1 January 2018
