- Copy of the Redacted B-1 Mission Planning Release 11 Software FOE This action is a modification to task order 0002 to provide initial engineering support and requirements analysis for the development of B-1 Mission Planning Enterprise (MPE) release 11 under the multiple Indefinite Delivery, Indefinite Quantity (IDIQ) Mission Planning Enterprise Contract II (MPEC). This modification was negotiated on a sole-source basis as an exception to the fair opportunity acquisition under the MPEC II multiple IDIQ contract in accordance with FAR Part 16.505 (b)(2)(i)(C) for economic and effective as a logical follow on two previous completed task orders. The justification for an exception to fair opportunity for this action is attached.
