Description
THE PURPOSE OF THIS AMENDMENT IS TO UPDATE THE CONTRACT SPECIALIST CONTACT INFORMATION. NO FURTHER CHANGES WERE MADE. This is a Sources Sought Notice. This is not a Request for Proposal (RFP) or request for quote. This Sources Sought Notice in no way binds the Government to solicit or award a contract. No solicitation exists at this time and proposals are not being requested or accepted with this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The information provided in this notice is subject to change and is not binding on the Government. Responders are advised that the U.S. Government will not pay any cost incurred in response to this sources sought and all costs associated with responding will be solely at the interested party's expense. Purpose of Notice: This Sources Sought Notice is being used as a Market Research tool for informational purposes and for preliminary planning purposes to identify potential sources that may possess the expertise, capabilities, and experience to perform the anticipated work requirements. Prior Government contract work is not required for submitting a response under this notice. Responding to this notice is not a prerequisite for participation in any possible future competitive RFP for which a business is eligible to participate (if any is issued), but participation will assist the Government as to the extent of companies available for this procurement. Failure to respond or submit information in sufficient detail may result in a company not being considered a likely offeror when making a decision on whether or not to set aside the solicitation for restricted competition. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information submitted. Respondents will not individually be notified of the results of the Government assessments and should not anticipate feedback with regard to its submission. No proprietary, classified, confidential or sensitive information should be included in your response to this Sources Sought Notice. Responses will not be returned. All documentation shall become the property of the Government. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Pursuant to FAR Part 6 and FAR Part 19, the Government reserves the right to determine the method of acquisition and issuance of a possible RFP based on the responses received for this notice. The Government's evaluation of the responses received will factor into the Government's determination whether any forthcoming solicitation will be conducted as small business set-aside, full and open competition or sole source procurement. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. Responses to this Sources Sought Notice will not be considered adequate responses in any resultant solicitation. The Government does not intend to host an information exchange meeting to discuss this Sources Sought Notice with interested potential respondents. Submit questions regarding this notice to bradley.w.morris4.civ@mail.mil no later than 3:00 PM ET (local Eastern Time) on December 15, 2017. Interested sources shall provide responses via email in softcopy form (electronically) in Microsoft Word compatible format no later than 3:00 PM ET (local Eastern Time) on December 22, 2017 to Brad W. Morris at bradley.w.morris4.civ@mail.mil. Fax submissions will not be accepted. Responses received after this date and time may not be considered in the Government's market research. Below is a description of the Government's requirement. Interested sources who possess the necessary capabilities and can fulfill the requirement are invited to response to this sources sought no later than the close date posted above. Requirement Description Statement of Work (SOW) APG Overhead Crane Inspection 1.0 - Scope The contractor shall provide all labor and materials to perform annual inspections, Annual maintenance, and load testing of 2 each Demag 20-ton overhead cranes as well as load testing of 20 each lifting slings. The contractor shall also provide training for up to 10 personnel on the safe operation of these overhead cranes. 2.0 - Requirements 2.1 All testing and inspections are to be in accordance with Occupational Safety and Health Administration (OSHA) and Code of Federal Regulation (CFR) standards and regulations applicable to overhead cranes. 2.2 Contractor shall supply all equipment to perform Annual maintenance, inspections and load testing, to include static loads. 2.3 Contractor shall document all inspections on the overhead cranes and whether it passed or failed. 2.4 Annual maintenance will include all lubrication and minor adjustments normally conducted annually. Any maintenance above routine maintenance identified as necessary, will be documented. 2.5 Contractor shall apply all required markings to the overhead cranes. 2.6 Contractor shall provide qualified instructors to train Government personnel on the safe operation of overhead cranes to include, but not limited to, pre-operation checks, safe operation and lifting techniques, and post-operation/shutdown requirements. 2.7 Contractor shall supply all training materials needed to conduct training, in a Government supplied classroom. Note: All costs must be included in any bid/quote. Travel will not be reimbursed separately. 3.0 - Documents 3.1 Inspection record for each crane inspected. 3.2 Documentation of any and all needed maintenance, above routine maintenance, identified during inspection. 3.3 Load testing certification for each crane tested. 3.4 Inspection record for lifting slings. 3.5 A list of personnel successfully completing training and what was covered. 4.0 - Place of Performance/Period of Performance 4.1 All required tasks will be performed at buildings 4727 and 4728 located on Aberdeen Proving Ground, Maryland. 4.2 Period of performance for inspections and load testing will commence on a date to be agreed upon after contract award, [but not later than 60 days after contract award], and will not exceed 5 consecutive work days (Monday thru Friday). 4.3 Period of performance for training will commence on a date to be agreed upon after contract award, but not later than 60 days after contract award, selection and will not exceed 2 consecutive work days (Monday thru Friday).
