THIS AMENDMENT 001 - Provides answers to questions proposed by vendors QUESTIONS AND ANSWERS 1. Has a contractor performed similar work to this for the government in the past? YES 2. If available, please provide the incumbent contract number. Contract H92240-15-D-0005 3. Request a copy by email of the governing documents; a. COMNAVSPECWARCOMINST 3591.1D Range Safety Procedures b. COMNAVSPECWARCOMINST 1500.1 High-Risk Training Safety Program c. COMNAVSPECWARCOMINST 5100.1F NSWC Safety and Occupational Health Program Documents can be provided under separate requests 4. Provide a current item list for the "Standard breacher loadout"? 4 Breacher Shotguns 1 Demo Chest( Containing charge building materials) 2 Stihl Chainsaws 2 Stihl LW Quickie saws 2 Stihl HW Quickie saws 2 Osen-Hunter- Three bottle torch suites 5. Per 9.1 of the Performance Work Statement; what Insurance coverages are required by the government and coverage limits for: a. General liability b. Professional liability c. Special rider for explosive training operations General and Professional liability required. 6. What is the government licensing requirement for each instructor (i.e., ATF, DOJ)? Answered at the Group2 level 7. What does explosive limit (N.E.W.) for the facility license have to cover? No greater than 40lbs N.E.W. 8. Does contract facility have to provide explosive storage for government-provided explosives and if so is it required to be accordance with: a. DoD 6055.09-M b. NAVSEA OP 5 Volume I c. or only compliant with ATF and DOJ storage requirements? NAVSEA OP 5 Volume I 9. What explosive material will the government be furnishing for this training; does the contractor have to coordinate explosive movement routes and permits to move explosives to the contract facility? Government will be providing all furnishing as well as facilitating movement. 10. Per 4.3.1 of the Performance Work Statement; will the government require the contract facility to hold explosive manufacturing permit IAW ATF as well as qualified and permitted instructors? Yes. 11. What building code standards is a government requiring for the construction of the training aids (US, Europe, Africa, Middle Eastern, Southeast Asia) South American, and European building codes will be suitable. 12. Is this for only ONE training evolution as stated in PWS 15, Period of performance 15.1, First requirement is for 05-09 FEB 2018? This is currently a single advanced breacher sustainment training request. 13. Is there a possibility of follow-on training requirements for the same type training? Although this is a regular training event, we don't anticipate repeating this training within the next year 14. How often would the follow-on training? We don't anticipate repeating this training within the next year 15. Will the Government be providing the explosives needed for the course? All explosives have been ordered and are being provided by us. 16. In paragraph 4.3.7 External Wall Breaching, are there specific wall dimensions for height, width and thickness? For the wall charges. We are looking to defeat commercial type construction reinforced concrete wall up to 1.5 feet in thickness. No specific width or height. 17. Is there a tentative award date. Tentatively we are looking at early January 2018 18. SOW makes no mention of govt provided energetic materials (primary demo, initiation systems, etc.). Is the contractor to provide all standard and non-standard demolitions to support the course? ST8/Logsu will provide demolition materials. 19. SOW does not state how many iterations/courses to be conducted annually. Please provide. Iteration will be based off of a single course in FEB. 20. Is the contractor to provide specialty items such as breaching entry frames to support the courses? If so, is there a current standard frame that the students would prefer to use (ie. Cherry Engineering, etc.)? Yes. Standard door frames. 21. SOW indicates a 1:2 instructor/student ratio...is this for live fire only? Classroom instruction we normally run 1:12. This is satisfactory 2:1 for live fire. 12:1 classroom. 22. SOW does not specify requirement for sensitive item/ammo/explosive storage...We previously had our type II magazine inspected by ST2 earlier this year, but received no formal "certification." Are we still good to go? Type II magazine will be sufficient. 23. For a 5 day COI, for planning purposes, can we assume arrival at the training site, with gear, ready to go by COI-1 so that we can maximize training over the 5 day period? Yes. 24. We have current 18Ds that provide our medical support as well as qualified RSOs. Will the training unit be providing their own medical support and RSOs or do we provide? Unit will provide medical, and will have RSO and ROICs on site in addition to instructors. 25. Does the training unit have a suggested POI that will meet their training requirements or are we to provide our instruction to meet the needs specified within the SOW? (ie. Is there a requirement for tactical instruction up to the breach point and interior breaching/clearing/movement drills?) Unit SOPs are established. Vendor will provide scenario to help facilitate execution of pre-established tactics. Breachers are all qualified through NSW school house. Main intent is to have instructors facilitate venue as well as provide some additional TTP's. 26. SOW seems to drive the training requirements to land warfare. Is there any requirement for maritime skills or linear targets that were not specified within the SOW? Land warfare tactics are to be covered. Intent is to have vendor provide venue that allows for ST8 to practice tactics in a shipborne environment as well to focus on confined space torching.
