- N00164-18-S-NB04 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - REPAIRS, REDESIGN, MODIFICATION AND ENGINEERING AND LOGISTICS SERVICES - FSC 5895 - NAICS 334511 Issue Date: 12 DEC 2017 - Closing Date: 26 DEC 2017 - 2:00 PM Eastern Time The Government is issuing this RFI/sources sought announcement as part of market research for the Intelligent RF Solutions (iRF) Dual Down Converter Cards iDC-6830, iDC-6810, and iDC-6850 (including their configurations) in support of the Persistent Maritime Unmanned Aircraft Systems (MRPA), Submarine Sensor Systems Program (PMUAS), and Naval Underwater Warfare System (NUWC).This market research effort includes, but not limited to, Repair/Rework/and Maintenance, Engineering Support Services, Test Program Set (TPS) Development, Research and Development, Test and Evaluation, Redesign and Modification, Training, Data Collection, Logistics Support Services and Travel as required to support the Part Numbers identified below. Part Number Description iDC-6810 Dual Down Converter Card (1 Channel, 3 RF Inputs, 8 Fixed Outputs (2-6 GHz)) iDC-6830 Dual Down Converter Card (2 Channels, 3 RF Inputs, 8 Fixed Outputs (2-6 GHz)) iDC-6850 Dual Down Converter Card (1 Channel, 2 RF Inputs, 8 Fixed Outputs (0.75-2.75 GHz)) Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole source Basic Ordering Agreement (BOA) to iRF, 14600 York Rd Suite B, Sparks, Maryland, 21152-9396. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The Government is seeking information from companies mitigating the sole source basis listed above. The Government is seeking companies with the capabilities and facilities to provide repair, rework, maintenance, engineering support services, research and development, test and evaluation, redesign and modification, training, data collection, logistics support services, and travel or performance on other Government contracts with similar efforts for Part Numbers identified in Table 1 above. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract, as the Government intends to issue a sole source BOA to iRF. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
