- *****THIS REQUIREMENT IS POSTPONED UNTIL FY19***** --------------------------------------------------------------------------- This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions." The US Army Corp of Engineers, Portland District, Oregon 97204 intends to issue an Invitation For Bids (IFB) for the supply of floating orifice gate bulkheads in support of the Bonneville Lock and Dam. This requirement is for the supply eight pairs of floating orifice gate bulkheads to upgrade existing floating orifice gate bulkheads with an option for an additional 8 pairs of bulkheads. The existing bulkheads were constructed in 1986. These units are to be replaced with new units meeting current requirements of ER 81587 and EM 385-1-1 regarding fracture critical structures and below hook lifting devices. The procurement shall require the bulkheads to be: -Fabricated out of ASTM A709 Grade 50 structural steel, and welded according to AWS D1.5. The fabricator must be an AISC Major Bridge Fabrication (CBR), Intermediate (IBR), or Advanced Bridge Fabrication (ABR) certified fabricator with a fracture critical endorsement. -Painted using a vinyl paint coating by a certified SSPC QP 3 (or AISC Sophisticated Paint Endorsement) painting contractor. - Delivered no later than November 2018. Draft specifications and drawings of the Bonneville Floating Orifice Gate Bulkheads specifications and drawing are attached to this notice. This solicitation will be a total small business set-aside under NAICS 332312 with a size standard of 500 employees. The Government anticipates awarding one firm-fixed-price supply contract. The IFB is anticipated to be advertisement on or around 16 October 2017 with a projected award prior to 30 December 2017.
