Description
Amendment 0002: Issued to attach DTFAAC-17-R-00249, Amend 0001 to revise Section L.2(2)(b) to change the technical volume limitation from 10 pages for factors 2 through 4 to 10 pages per aircraft for factors 2 through 4. The Solicitation is hereby extended until 12/22/2017 at 5:00 pm CT. Amendment 0001: Issued to address the following questions submitted. Q1. The course length in hours are indicated in the SOW based on the type of aircraft. Are these approximate hours, hard defined hours (must do exactly what the hour indicates) or minimum hours and our course hours can exceed what is indicated? Answer: The course hours identified in the Performance Work Statement are estimated hours. Q1. Is the subject solicitation a new requirement or a follow-on to an existing contract? If the latter, can I please find out the incumbent contractor's name and contract number? Answer: This is not a follow-on to a current contract. However, the previous contract was DTFAAC-14-D-00011 awarded to Global Jet Services The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for nine (9) Various General Aviation (GA) Systems Training for Airworthiness (Maintenance / Avionics) Inspectors employed by the Federal Aviation Administration (FAA). It is the intent of the Government to award multiple contracts using an Indefinite Delivery/Requirements type Contract priced by CLIN for each student per class for a one (1) year base period and two (2) option years if exercised. The Government intends to award multiple contracts. The intent is to award each aircraft type to the Lowest Price Technically Acceptable (LPTA) Offeror. Each aircraft requirement is identified by separate CLINs in Schedule B and competition will be on an aircraft by aircraft basis. Resulting contract will be awarded to the Lowest Price Technically Acceptable (LPTA) Offeror for that aircraft. The awarded contract(s) may contain many, few, or one aircraft depending on the competition results. NO PHONE CALLS PLEASE, ALL QUESTIONS MUST BE IN WRITING AND EITHER FAXED OR EMAILED TO THE CONTRACTING SPECIALIST, CONTACT INFORMATION BELOW. All interested sources should first attempt to download the attached SIR and supporting document(s). If downloading is not possible, all requests for copies of the SIR documents(s) must be made in writing to the attention of Sherrie Files, Contracting Officer (AAQ-812), via e-mail at sherrie.files@faa.gov. Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, sherrie.files@faa.gov by 5:00 p.m. CST on December 6, 2017 to allow for adequate response time. No questions will be allowed after that date and time. Technical and cost proposals must be received by the FAA no later than 5:00 P.M. CST, December 15, 2017. Must be submitted electronically to sherrie.files@faa.gov. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 5:00 p.m. CST, December 15, 2017, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. The SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
