AN AMENDMENT WILL BE POSTED WITH RESPONSES TO QUESTIONS IN THE NEXT 2-3 DAYS Amendment 1 posted 21 Nov 2017 RFQ posted 11-14-17 closing 13 Dec 17 at 1:00 pm eastern POSTED 10-27-17 THIS IS A PRE-SOLICITATION NOTICE. MCIEAST-MCB Camp Lejeune Contracting Department, has a requirement for support services to provide contractor aviation logistics support services to assist the 2D Marine Aircraft Wing (2D MAW). The contractor shall accomplish 2D MAW objectives in support of Aviation Logistics Department (ALD) in the areas of procedures, administration, IT, supply procedures, programming, and planning. A complete performance work statement will be included with the solicitation. The period of performance will be for a base period of 12 months with two 12 month option periods. The base period of performance will begin 1 Dec 2017 -30 November 2018. The Government will solicit (M67001-18-Q-0003) and award this contract using simplified acquisition procedures, in accordance with FAR Part 13.5, Simplified Procedures for Curtain Commercial Items. The Government intends to award to the quoter who represents the Best Value to the Government. A Trade-Off Process will be used as the basis for award. All evaluation factors other than cost or price, when combined, will be significantly more important than cost or price. Award will be issued on a firm-fixed purchase order on an all or none basis. This requirement is 100% small business set aside, the associated North American Industrial Classification System (NAICS) code for this requirement is 541614, Process, Physical Distribution and Logistics Consulting Services., which has a small business size standard of 15.0 Million dollars in annual receipts. The RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-95, effective 19 January 2017 and DFARS Change Notice (DCN) 20161222, effective 12 December 2016. The solicitation M67001-18-Q-0003 will be posted on or about 5 days after this posting and made available on the Federal Business Opportunities (FBO) web site at www.fbo.gov. It is the responsibility of the offeror to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered in the System for Award Management (SAM) database at www.sam.gov. Contractors must also ensure annual representations and certifications are current or complete them at the SAM website. All prospective offers interested in submitting an offer must have a commercial and government entity code (CAGE code).
