- RFQ, NIHES201800004, Social Media Tracking & Analysis – EHP Attachment I - SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All items within the Request for Quote (RFQ) must be fully completed and returned by the due date and time indicated above. (1) This solicitation document, NIHES201800004, is issued as an RFQ to provide Social Media Tracking & Analysis for a the National Institute of Environmental Health Sciences (NIEHS) in support of the monthly scientific journal, Environmental Health Perspectives (EHP). The Contractor shall provide tracking & analysis products and auxiliary services on social media and news sources in support of the EHP. Products and services shall be provided in strict compliance with Attachment I - the Statement of Work (SOW), all specifications, terms, conditions, clauses, and all other provisions contained herein. (2) This solicitation document and incorporated provisions and clauses are those in effect through FAR; Health and Human Services Acquisition Regulation (HHSAR); FAR Federal Acquisition Circular (FAC) 2005-94 and 95 thru Jan 19, 2017. (3) Notice of Set-Aside, Associated NAICS Code, and Size Standard: This solicitation is being competed on an unrestricted basis/full and open competitive basis. The associated NAICS code is 511210 "Software Publishers" and has a size standard of $38.5M. (4) List of Contract Line Item Number(s) and items, quantities and units of measure, (including option(s): See document titled RFQ, NIHES201800004, Social Media Tracking & Analysis - EHP. (5) Description of Requirements for the Items to be Acquired: The purpose of this requirement is to provide tracking & analysis products and auxiliary services on social media and news sources in support of the EHP. The Contractor shall provide a tracking system - a software service that crawls the web and looks for mentions, shares, and citations of published scholarly content in articles, blog posts, tweets, Facebook posts, etc., that mention the publication. (6) Date(s) and place(s) of performance and acceptance and FOB point: The requirement has an anticipated one (1) year base period (One (1) year from date of award) with four 1-year option periods. Web-based platform access shall be virtual and use of embeds shall be hosted on EHP's website. Software maintenance and support shall be remotely delivered. (7) The Provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. See document titled RFQ, NIHES201800004, Social Media Tracking & Analysis - EHP.
