- Solicitation W9127N18R0019 - PWS Map Attachments Solicitation W9127N18R0019 The U.S. Army Corps of Engineers, Portland District is soliciting a firm-fixed-price commercial services contract for Grounds Maintenance Services at the Bonneville Lock and Dam in Multnomah County, Oregon and Skamania County, Washington. Bonneville Lock and Dam's philosophy is to use natural landscaping techniques to maintain the site to create a landscape that is healthy, resource-efficient, sustainable, and cost-effective to manage. This procurement is for a contractor to provide all personnel, equipment, tools, materials, vehicles, supervision, and other items necessary to perform the following services: • Grass mowing and trimming • Hedge, shrub, and tree trimming • Plant bed maintenance • Plant debris removal • Pest control and identification • Litter patrol and removal This contract duration will be one base year plus four option years. The Period of Performance is anticipated to be: Base Year: 01 February 2018 through 31 January 2019 Option Year 1: 01 February 2019 through 31 January 2020 Option Year 2: 01 February 2020 through 31 January 2021 Option Year 3: 01 February 2021 through 31 January 2022 Option Year 4: 01 February 2022 through 31 January 2023 This acquisition is a Total Small Business Set-Aside. The North American Industrial Classification System (NAICS) code applicable to this effort is 561730 - Landscaping Services, which has a small business size standard of $7,500,000. The Product Service Code (PSC) applicable to this effort is S208 - Housekeeping - Groundskeeping/Landscaping. Offers are due on January 11, 2018 by 2:00pm Pacific Time. An offeror's checklist and submittal instructions are included within the solicitation. Evaluation criteria is stated in the solicitation within clause FAR 52.212-2. All inquiries regarding this solicitation are to be submitted via ProjNet-Bid. Instructions on how to access ProjNet-Bid are within the solicitation. No response will be posted to inquiries after the Close of Business on the third business day preceding the solicitation due date. All bidders will be held to have reviewed the questions and responses in ProjNet-Bid prior to offer submission. Offerors must be registered in the SAM at https://www.sam.gov/portal/public/SAM/ prior to receiving an award. A site visit is scheduled for December 14, 2017 at 10:00am Pacific Time at the Bonneville Lock and Dam Project located in Cascade Locks at I-84, Exit 40, Cascade Locks, Oregon 97058-0564. Details and registration instructions are included as an FBO.gov attachment. Attendees are required to RSVP. The Government reserves the right to cancel this solicitation. No reimbursement will be made for any costs associated with providing information in response to this solicitation notice or any follow-up information request.
