- Attachment I - Draft Performance Work Statement (PWS) Full Request for Information (RFI) Instructions and Disclaimers THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is solely for planning purposes, and does not constitute a Request for Proposal (RFP)/Request for Quotation (RFQ) or a promise to issue an RFP/RFQ. This RFI does not commit the Department of Homeland Security (DHS) Office of Procurement Operations (OPO) to contract for any supply or service. DHS OPO is not at this time seeking proposals/quotations. The responses do not constitute offers and cannot be accepted to form a binding contract. The Priority Service (PS) program, and its service components consisting of Government Emergency Telecommunications Services (GETS), Wireless Priority Service (WPS), Special Routing Arrangement Service (SRAS), and Next Generation Networks (NGN) Priority Service (PS) responds to a White House tasking to address the communications needs for Continuity of Operations (COOP) and Continuity of Government (COG). Through priority enhancements to the national telecommunications infrastructure, the Office of Emergency Communications (OEC) can effectively and economically address the COOP/COG needs while also providing a significant benefit of assured communications during National Security and Emergency Preparedness (NS/EP) incidents to the broader national, state, local, and non- government NS/EP community. In maintaining PS in an all-hazards environment, the OEC requires contractor engineering, negotiating Service Level agreements with the GETS and WPS local exchange carriers (LECs), program management, integration, coordination, and operations, administration, maintenance, and provisioning (OAM&P) support. Additionally, contractor engineering and acquisition support is required to transition Legacy GETS and WPS to Internet Protocol packet-based networks, along with adding video and data priority as the public switch network (PSN) evolves.
