- Draft Statement of Work ERC Renovation Project - La Paz, El Salvador Synopsis Notice Information Solicitation: W912QM-18-R-0002 Agency/Office: Army Contracting Command, ECC Location: 410th CSB (W912QM) RCO Soto Cano Title: ERC Renovation Project - La Paz, El Salvador Description: Site Preparation for Forward Operation Base BTH SLV 18, La Paz, El Salvador Project Description: The 410th Contracting Support Brigade, Regional Contracting Office Soto Cano at Soto Cano Air Base in Honduras, intends to award a Firm Fixed Price construction contract to improve Mira Flores military base to be used for the Beyond the Horizons El Salvador 18 (BTH SLV 18) Forward Operation Base (FOB) Living support area, motor pool, laydown yard and other operational areas. Work executed by the contractor shall include the following: • Project site localization and layout. • Site Preparation (i.e. clear, grub, grade, cut, fill, compact, gravel, install drainage and remove minor trees) • Repair Pre-Engineered Building 50'x200' metal open wall structure • Perimeter fence, barbed wire • Clean-up. Note: The Contractor shall verify all conditions, dimensions and/or quantities on site before commencing A draft Statement of Work (SOW) and related documents are attached to this synopsis, for greater detail regarding the requirements for this construction project. Place of Performance: The work to be performed under this contract will be at Miraflores Military Base, La Paz, El Salvador, Central America. Magnitude: The magnitude of this project is estimated between $500,000.00 and $1,000,000.00 U.S. Dollars. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. Obtaining the solicitation: It is anticipated the official Request for Proposal (RFP) for this procurement will be released on or around 5 January 2018. The solicitation will be issued unrestricted to allow U.S. and non-U.S. firms to participate. This requirement will not be set aside; but will be solicited full and open to obtain maximum competition. The solicitation and any technical exhibits (when applicable), which will include sketches and specifications, will be available for download from the Federal Business Opportunity (FBO) website at https://www.fbo.gov. All notifications of changes to the solicitation will be made through FBO by electronic means only. It is the contractor's responsibility to check for any posted changes to the solicitation. Vendors are encouraged to pay close attention to instructions outlined in the solicitation and synopsis. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. All costs associated with the preparation and submission of a proposal are the responsibility of the contractor. SAM registration: The Contractor is required to be registered in the System for Award Management (SAM) in order to receive a contract award. Interested parties can obtain further information on the SAM website at https://www.sam.gov. There is NO fee to register on this site. Construction Time: Estimated construction time is 60 calendar days from issuance of Notice to Proceed. NAICS code: The applicable NAICS code is 236220, Commercial Building Construction and Institutional Building Construction. Contract Type: The Government intends to award a single award, firm fixed-price, for this project renovation referenced above. Site Visit: A Site visit will be scheduled during the first two weeks of January 2018, exact day will be provided later on, and attendance may be arranged by contacting Ms. Yesica M. Valladares at yesica.m.valladares.fn@mail.mil. Interested contractor representatives will be responsible for paying their own transportation and related costs for traveling to Miraflores Military Base, La Paz, El Salvador, Central America. Contemplating Awardees: Since the contemplating contract is to be awarded by the contracting activity located in Comayagua, Honduras and performed in El Salvador; the offerors must meet the following requirement for OCONUS: DFARS 252.225-7042, "Authorization to Perform": The Offeror represents that it has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed; and FAR 52.236-7, "Permits and Responsibilities": The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Contractor will be required to provide copies of its certifications and permits with its proposal. Contract Award Evaluation Criteria: The Government will award a contract resulting from the solicitation to the responsible party whose offer that conforms to the solicitation represents the Lowest Priced Technically Acceptable (LPTA) offer in accordance with FAR Part 15.101-2. Anticipated Award Date: The anticipated award date for this effort is on or about 26 February 2018.
