Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Johnson Controls, Inc (JCI) 507 E. Michigan St M-93, Milwaukee, WI 53202. This requirement is to provide follow-on repair services to the VA Loma Linda Healthcare System (VALLHS) York Chiller number 2, 3, & 4. Testing was conducted on chillers 2,3, & 4. During the inspection, it was identified that Chiller 2 requires plugging of 8 tubes that are defective on the condenser side and Chiller 3 will require re-tubing of 48 defective tubes on the condenser side. All three Chillers will require epoxy coating to prevent corrosion. The proposed period of performance will be from 12/26/2017 through 3/25/2018 and repairs will include, but not limited to the following: Plug 8 Defective tubes on Chiller #2, Re-tube 48 Tubes on Chiller #3, Epoxy Coat Chillers 2, 3, & 4 on the condenser side. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 12/26/2017. The place of performance is as follows: VA Greater Loma Linda Healthcare System, 11201 Benton St, Loma Linda, CA 92537. The North American Industry Classification System (NAICS) for this requirement is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The Small Business Administration size standard for this sector is $7.5 million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
