- The subject requirement is for the acquisition of one NSN that is a source control drawing with one identified source: GAR Enterprises DBA K G S (16017). This proposed procurement includes an item within the Federal Supply Class of 6130. The requirement will result in an award of a Basic Order of Supplies for a grand total of 13 EA for a DLA stock request. CLIN 0001 is for 13 EA with delivery at W62G2T W1A8 San Joaquin, CA. The procurement will be accordance with FAR Part 15. The solicitation will be available in FedBizOpps on or about December 21, 2017 with an anticipated award of February 28, 2018. The will be available at http://dibbs.dscc.dla.mil/rfp. An alternate source must submit data and be approved by cognizant Government engineering activity. The delivery for this acquisition will be on a FOB Origin basis. This solicitation will be issued as other than full and open competition, unrestricted procurement. Power Supply NSN 6130-01-338-3006 GAR Enterprises DBA K G S (16017) P/N LT-3558 FOB Origin Total Contract Purchase 13 EA Unit of Issue: Package-EA Delivery: 187 Days ADO for the 13 EA All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR L09. Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in this solicitation for this item, However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice. There are no technical drawings/bid sets available. This solicitation is not set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United Sates by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer.
