- Description
- The Naval Air Warfare Center Aircraft Division intends to issue a contract to TA Instruments on an "other that full and open" competitive basis for a Thermal Laboratory Upgrade and Capability Expansion, as part of the Revitalization and Recapitalization (R&R) Program. TA Instruments will modernize the laboratory for the Polymers and Composites Branch (4.3.4.4) capability with the acquisition of the following equipment: Differential Scanning Calorimeter (DSC) model number DSC 2500, Dynamic Mechanical Analyzer (DMA) model number DMA Q800, Thermomechanical Analyzer (TMA) model number TMA Q400, Thermogravimetric Analyzer - Mass Spectrometer (TGA-MS) model number TGA 5500, Vapor Sorption Analyzer (VSA) model number VSA Q5000 SA, Simultaneous TGA/DSC (SDT) model number SDT 650, and mechanical cooling units for the equipment above. Although this is a commercial acquisition, TA Instruments is the only vendor with the ability to provide all of the required lab equipment. TA Instruments is the only vendor able to provide equipment that has the required modulation capability. Additionally, TA Instruments is the only vendor that can provide software capable of seamlessly interfacing with existing TA equipment at this and other sites. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
