- SOW Intent to Sole Source FAR 6.302-1 - Only one responsible source (except brand name) The U.S. Military Academy, Mission & Installation Contracting Command (MICC), West Point, NY intends to award a sole source contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, for the Department of Public Works at West Point. Which has a critical need for up to date on-line access to numerous technical codes and standards that are used in executing Engineering, and Construction projects. This subscription is necessary to maintain active engineering work. A search of available vendors has resulted in us only being able to identify one company that can provide access to the required on-line codes, and standards in a form that is required for the efficient execution of our work. That vendor is IHS (Information Handling Services) Markit. The vendor is required to provide an annual subscription for on line access to all engineers within DPW. Vendor is also required provide access to updated codes, and standards when they are revised by the issuing entity. Access shall be provided for at least one simultaneous user for each individual code/standard. The ability to print hard copies shall also be provided. Additionally, vendor shall provide periodic usage reports showing the amount of usage by code/standard. The required codes/standards are as follows: • ACI 301, 318 • ASCE 7 • ASME B31.1 • AWS D1.1 • ICC-IBC • NFPA 70, 70E, 72, 90A, 101, 110 • ASTM Section 4 • ASTM Volumes 01.01, 01.03, 01.04, 01.05, 08.03, 08.04, 10.01, 10.02, 10.03 • ASHRAE • ICC NY State Building Codes • SMACNA • CFR/US Federal Construction Regulations • AISC This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The proposed contract is for the Minitab License Renewal The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR Subpart 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The anticipated North American Industry Classification System (NAICS) Code is 541990 (All Other Professional, Scientific, and Technical Services) with the associated size standard of $15.0 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement.
