- Attachment 4 - Initial Environmental Examination (IEE) No. DCN 2018-KOS-006 Attachment 3 – Budget Template Attachment 2 - USAID Form 1420-17 Contractor Biographical Data Sheet Attachment 1 – Past performance information sheet Solicitation Dear Prospective Offeror: The United States Government, represented by the U.S Agency for International Development (USAID), through the Regional Contracting Office in Kosovo, is seeking proposals from qualified organizations to implement the Justice Matters activity in Kosovo, as described in this solicitation. USAID/Kosovo anticipates awarding one cost plus fixed fee completion type contract as a result of this solicitation at the estimated cost range of $1,000,000 to $1,500,000, covering an estimated period of three (3) years from the date of contract award. This procurement will be conducted under full and open competition, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). All types of organizations are eligible to compete; USAID encourages the participation to the maximum extent possible of all small business concerns and local Kosovar organizations. Questions and Proposals must be submitted only electronically via e-mail on or before the due dates stipulated in the cover page, to Dukagjin Hasani at: dhasani@usaid.gov and Nadeem Shah at: nshah@usaid.gov and must conform to all requirements outlined in the solicitation. USAID reserves the right to award the contract subject to availability of funds. USAID appreciates the time and effort put into preparing proposals in response to this solicitation.
